Responsibilities

The Recorded Sound Section in the Motion Picture, Broadcasting, and Recorded Sound Division of Library Services, is responsible for the acquisition, processing, preservation, collection maintenance, and reference services for the Library's recorded sound collection, the world's largest public archive of sound recordings. This growing collection of over 3.8 million physical and digital recordings dating to the 1880s includes music, speech, poetry, sound effects, radio and podcasts, including collections of recording pioneers such as Emile Berliner and Tony Schwartz, the collections of innovative sound performers such as Les Paul and the Firesign Theater, and corporate materials such the NBC Radio and Universal Music Group collections. The Recorded Sound Collection also holds 1.2 million manuscript items including photos, correspondence, scripts, playbills, press clippings, and other items. The incumbent may be asked to serve in the absence of the Chief and assume full control of the Division and all the responsibilities of that position.

The Section Head is responsible for the management and direction of the Section. Sets priorities, directs the work activities of Section staff (both government and contract), and manages the technical and financial resources allocated to the Section to achieve its goals. Oversees all acquisition, processing, preservation prioritization, reference, and exhibition activities of the Section and serves as the Library's principal specialist in recorded sound. Responsible for implementing the digital preservation of audio materials. The section head oversees digital projects such as the National Jukebox and the writing of blogs, LibGuides and other online resources as well as audio heritage and collection-based programming and exhibits for staff and the public. He/she serves as a member of the Division's management team, which includes planning, implementation and on-going operations for the National Audio-Visual Conservation Center (NAVCC).

Plans, manages, and directs the work of the Recorded Sound Section of the Library of Congress. Establishes strategic and operational goals for the Section, plans and implements strategies to achieve those goals, and is accountable for the Section's overall performance. Sets priorities and directs the work of Section staff (government and contract) and ensures that the work supports the mission and goals of the Division, Library Services, and the Library of Congress. Utilizes a consultative approach to actively involve staff in planning work, developing and modifying workflow and procedures, and formulating solutions to problems. Serves as a senior expert in recorded sound, providing expert guidance in the resolution of complex problems or issues related to sound collections. Develops and implements policies, processes, procedures, and solutions for the acquisition, maintenance, and access to the recorded sound collections.

Oversees all archival or curatorial activities for the Library's recorded sound collection, including acquisition, processing, preservation prioritization, reference/access, and outreach. Plans and manages the Division's recorded sound facilities. Coordinates acquisition activities related to building the Library's recorded sound collections. In consultation with the Library and Division management and curatorial staff, monitors and approves selection and acquisition of recorded sound materials and recommends additions to the collections under the compliance provisions of the Copyright Law, through gift, and by purchase.

Supervises a group of employees performing work at the GS-13 level or below. Performs the administrative and human resource management functions relative to the staff supervised. Keeps abreast of developments in the field and represents the division or Library at relevant professional and scholarly meetings, conferences, or symposia.

Travel Required

Occasional travel - There will be some travel from Culpeper, VA office to the Washington, DC offices to attend meetings and occasional travel to conferences of relevant professional associations.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
