Position Information
Arlington County is seeking a Senior Procurement Officer (SPO), with a specialization in transportation and transit related solicitations, to serve as the primary procurement official in support of the County's Capital Improvement Program (CIP) for Transportation Projects.

The SPO position requires detailed knowledge of best procurement and contract practices for the Virginia Public Procurement Act (VPPA) and Federal Transit Administration (FTA), particularly in the highly specialized area of transportation, transit, large and complex multi-disciplinary projects; knowledge of business and contract law as they apply to public purchasing (particularly transportation-related); knowledge of professional service and innovative construction solicitations, risk management, and insurance; general knowledge of key municipal functions, and a wide variety of trades, and professional, business and industrial institutions - particularly those that impact transportation/transit-related projects.

Examples of typical projects handled by the TPO include:
  • Acquisition of Construction Services through the use of Design-Bid-Build, Design-Build, and Construction Management at Risk methods;
  • Acquisition of Architectural and Engineering (A&E) Services;
  • Development of "task-order" contracts designed to effectively meet rapidly changing county needs.
Other duties will include:
  • Ensuring all procurement transactions under their review comply with applicable laws and regulations specific to public transportation and federal grants and the VPPA, County Purchasing Resolution as well as meets ethical standards;
  • Representing the County during complex vendor negotiations;
  • Serving to maintain the County's credibility not only in the marketplace in terms of potential bidders and contractors but also in terms of public perception by citizens of the County;
  • Serving as an internal consultant to County agencies by advising them in the planning and organizing of their procurement activities, and specific procurement processes and contract language to utilize in order to most effectively achieve the desired program results;
  • Providing procurement support to Transportation divisions in support of the County's Capital Improvement Program (CIP);
  • Preparing and issuing a variety of solicitations related to Transportation - primarily lengthy, complex Invitations to Bid (ITB's) for Construction and Request For Proposals (RFPs);
  • Participating in vendor outreach sessions such as pre-proposal conferences;
  • Providing support for Disadvantaged Business Enterprise (DBE)/ Small Business Enterprise (SBE) requirements and developing plans to fairly evaluate DBE and SBE proposals;
  • Overseeing evaluation committees during evaluation, negotiation and award processes as a non-voting member;
  • Assisting in negotiating contract terms; and working closely with the County Attorney's Office to ensure that contracts appropriately protect the County's interests;
  • Assisting with change orders and contract amendments; and
  • Participating in meetings with senior management to strategize on complex procurements.
The successful candidate will have strong attention to detail, excellent writing skills and close coordination with other professional and technical staff.

Selection Criteria
MINIMUM: Bachelor's degree in Public Administration, Business Administration, or a related field PLUS
  • Significant professional procurement experience which requires negotiating with professional and non-professional service providers, creating or modifying technical or general specifications, and experience with alternative procurement methods; AND
  • Significant experience in a transportation/transit-related environment with responsibilities involving procurements with federal funding, DBE/SBE requirements, grant agreement requirements and reporting, contract administration or other areas related to the organization's business processes or operations.
SUBSTITUTION: Additional qualifying experience may substitute for the education requirement on a year-for-year basis.

DESIRABLE: Preference may be given to applicants with one or more of the following:

  • Virginia Contracting Officer Certification (VCO);
  • Virginia Contracting Associate (VCA);
  • Virginia Construction Contracting Officer (VCCO) Certification;
  • Certified Public Purchasing Officer (CPPO);
  • Certified Professional Public Buyer (CPPB;
  • Experience with the Virginia Public Procurement Act (VPPA);
  • Experience using established automated solutions to procurement process issues; and/or
  • Completion of courses in public procurement, negotiation techniques, business or contract law.

Special Requirements
Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate. Pursuant to Section 27-9 of the Arlington County code, this position requires the completion of "Statement of Economic Interest" (Financial Disclosure) form upon acceptance of employment and annually thereafter.
