Position Information

Note:This recruitment is open only to employees in the Arlington County Government Competitive Service.

The Department of Community Planning, Housing and Development (CPHD) is currently seeking a Business Systems Analyst II to join our internally-focused Business Operations Division. The Business Operations Division works directly with the five CPHD divisions to provide resources and support in the areas of HR, Information Technology, and Budget. The Analyst provides technology support and management to the Department and supervises a technology support specialist. Work is performed in this unit in coordination with the Department of Technology Services which maintains enterprise-wide services and standards.

Specific duties include:

  • Technical
    • Resolve complex IT issues not resolved by Department of Technology Services (DTS) or the CPHD IT Support Specialist;
    • Partner with DTS to inform on future Department specific hardware/software needs and the replacement of mobile devices and laptops;
    • Design and implement Users' on-boarding and off-boarding processes using enterprise and unit-specific software, and internal practices;
    • Support the Department's technology needs in the re-establishment of a physical and in-field presence during/after the Covid-19 pandemic; and
    • Serve as the liaison between Users and DTS for SharePoint assistance.
  • Management
    • Serve as the Department's lead for the management and operations of technology matters to include maintaining relationships with business units and DTS;
    • Identify practices and processes for continuous improvement to increase productivity, enhance customer service delivery, and support a hybrid workforce;
    • Partner with divisional leads to identify future technology needs to address business needs and make recommendations on possible solutions and the financial impact;
    • Serve as project manager for smaller IT projects or as team lead in larger IT projects which includes providing training, documentation, and support; and
    • Supervise to ensure work is completed and desired outcomes are obtained to include technical and the procurement and management of assets.
The successful candidate will have the following:

  • Considerable knowledge of current technology as well as common office software; and
  • Commitment to customer-service and the ability to maintain effective working relationships among staff at all levels, as well as from different business units and departments.


Selection Criteria

Employee must be in permanent or limited term status with Arlington County Government Competitive Service.

Minimum: Bachelor's Degree in Computer Science or related field, plus one year of experience in systems administration, application training, and/or user support, including experience in the management of smaller projects or as a team leader on larger projects.

Substitution:Additional relevant experience may be substituted for the education requirement on a year for year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following areas:

  • Microsoft Office 365;
  • Windows platform;
  • Mobile devices;
  • Cloud technology;
  • IT Service Management (ITSM); and
  • CompTIA A+.
