Chemonics seeks a Deliver/Return Operations & Exceptions Management Lead, for theGlobal Health Supply Chain- Procurement Supply Management (GHSC-PSM) projectbased in Arlington, VA.The Deliver/Return Operations & Exceptions Management Lead will assist in addressing at-risk shipments, following up with stakeholders to find solutions and managing to agreed mitigation timelines. The role will require representation on behalf of Deliver Return in select project meetings to provide feedback and guidance to clients or other stakeholders. The position is also expected to take on specific operational projects as requested by the Deliver/Return Manager and perform other functions as necessary.We are looking for individuals who have a passion for making a difference in the lives of people around the world! GHSC-PSMis the primary vehicle through which the US Agency for International Development (USAID) procures and provides health commodities for countries receiving US government foreign assistance. GHSC-PSMalso provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the US President's Emergency Plan for AIDS Relief, the US President's Malaria Initiative, USAID's family planning and reproductive health program, and USAID's maternal and child health program. Principal Duties and Responsibilities: Assist in addressing urgent stock out or at-risk shipments. Follow up with 3PLs, procurement, suppliers, Field Offices and PMU teams on finding solutions and managing to agreed mitigation timelines. Support Country Managers. Work with Country Managers for training and development. Identify training needs through daily interactions with the Deliver/Return team and conduct individual/group training based on those needs. Support development of junior Country Managers Assist in knowledge sharing during portfolio changes/country transitions. Monitor/manage Country Manager portfolio when requested (usually when Country Managers are out of the office). Represent Deliver/Return in the Daily GSC Leadership Standup Meeting as needed. Present to the Technical Working Group 6 (TWG6) as needed on 3PL and 4PL metrics as well as projects and special topics upon request; including monthly Maritime Administration (MARAD) statistics. Host brown bags relating to logistics topics. Attend bi-weekly GSC Leadership meetings and present on topics and projects as needed. Serve as a Subject Matter Expert (SME) for GHSC-PSM Risk/PSM Procurement regarding commodity supplier contracts. Represent Deliver/Return in selected project meetings to provide feedback and guidance to the client, capture action items and follow up on completion. Take on specific operational projects as requested by the Deliver/Return Manager. Direct performance of TO-specific Integrated Supply Chain (ISC) Managers, and team of functional managers and supervisors responsible for the Procurement, Sourcing/Contracts, and Deliver/Return functions. Qualifications: Bachelor's degree in a relevant field required. Minimum 5 years' work experience in supply chain, logistics, health programs, or health products/medical supplies procurement, pharmaceutical experience preferred. Logistics experience required. Project management experience in a technically relevant field required. Demonstrated ability to work in a fast-paced environment and ability to adapt to changing priorities. Demonstrated ability to plan, prioritize, and manage workload with considerable independence. Demonstrated ability to communicate clearly and concisely both orally and in writing. Experience working in a cross-collaborative and cross-cultural environment. Experience liaising with suppliers, clients and/or partners in analytic, strategy development and performance management activities preferred. Solid understanding of USAID and other Federal Acquisition Rules preferred. Excellent oral and written communication skills, including grammar and proofreading skills for producing and communicating comprehensive and concise reports. Strong interpersonal, motivating and influencing skills for interacting with team members, other stakeholders, suppliers, and management. Demonstrated leadership, versatility, and integrity.
