SUMMARY This position is primarily responsible for full life cycle executive and niche recruiting, including developing recruiting strategies, posting job advertisements, and screening/interviewing candidates. Responsible for attracting talent with a focus on government contracting. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: Responsible for coordinating, developing and implementing recruiting strategies in order to attract and hire candidates. Locate and review resumes for current and future job needs, including support to business development on Requests for Proposals (RFP). Utilize the internal applicant database and all contracted search engines to find both passive and active, executive (C-Suite), technical, non-technical, and, in some cases, hard-to-find candidates. Develop and post job advertisements. Conduct pre-screens and interviews to develop and understanding of the candidate's qualifications, job preferences and minimum salary requirements; ensure candidates meeting minimum job qualifications. Responsible for coordinating interviews and on-site tours; prepare and debrief candidates. Review background and referral investigations for selected candidates. Manage, track and maintain database of candidates. Maintain regular contact with candidates to foster on-going relationships; maintain a pipeline of qualified candidates for future business needs. Participate in the on-boarding process. Trains, mentors and guide other recruiters within the department. Understanding and working knowledge of OFCCP requirements and compliance. Performs other job related duties as assigned. SUPERVISORY/MANAGEMENT AUTHORITY No Position will rely on experience and judgement to plan and accomplish duties and responsibilities, performs a variety of tasks, and works under limited supervision. EDUCATION AND EXPERIENCE Minimum of a Bachelor's Degree in business administration, human resources, or other related field Seven (7) to ten ( 10) years of experience recruiting for federal contract roles primarily with the Department of State (DOS), Department of Defense (DOD), US Government /civilian agencies or an equivalent combination of formal education and government agency experience. Must have seven (7) to ten (10) years of executive recruiting experience and three (3) to five (5) years of technical recruiting experience. Must be knowledgeable in OFCCP compliance requirements. KNOWLEDGE, SKILLS AND ABILITIES Experience with social media recruitment methods including a strong presence on LinkedIn. Working knowledge of Monster, CareerBuilder, Indeed, DICE and other related job boards. Experience with applicable applicant tracking databases. Excellent written, communication and computer skills including working knowledge of all Microsoft Office products. Detail oriented and well organized; ability and flexibility to multi-task and handle competing priorities and deadlines. Ability to work independently and participate as a member of a team in a fast-paced environment. WORK ENVIRONMENT This position is primarily performed in a climate controlled office setting. May be required to travel including overnight stays.
