This is a highly responsible supervisory, managerial, administrative and technical position dealing with information systems and related information technology (IT) activities of a difficult nature. Incumbent is responsible for managing day-to-day operations of METRO' s SCAD A systems and IT operations 24/7 on-site support staff. Incumbent will work closely with the IT executive staff and decision makers in other departments in order to identify, recommend, develop, implement, and support costeffective and reliable technology solutions for all aspects of the organization. The incumbent has extensive latitude for independent judgment and action within general guidelines provided by the Deputy Chief. In addition, this position shall abide by all Service Level Agreements (SLA) and Standard Operating Procedures (SOP) established by WMATA.

Minimum Qualifications :

Graduation from an accredited college or university with a Bachelor's Degree in Computer Science or related field. Minimum of eight (8) years in progressively responsible and diversified executive level information systems, experience monitoring contracts, managing rail related IT department operational planning and projects, and technical experience in a large organization including rail operations.

Or, an equivalent combination of post high school education and a minimum of twelve { 12) years in progressively responsible and diversified executive level information systems, experience monitoring contracts, managing rail related IT department operational planning and projects, and technical experience in a large organization including rail operations.

Job Summary/Duties :

Leads rail related IT department operational planning and projects, and organizes and negotiates the allocation of IT resources. Works with stakeholders to define business and systems requirements for new technology implementations.

Ensures the efficient utilization of IT resources, including personnel and equipment across the organization.

Manages the deployment, monitoring, maintenance, development, upgrade, support of IT systems, including networks, data centers, servers, PCs, operating systems, and associated hardware, all related to operating the rail system.

Develops business case justifications and cost/benefit analyses for IT spending initiatives.

Directs and advance the establishment, development, and implementation of a disaster recovery program for Rail system. Develops and implements processes and procedures to exercise disaster recovery plans on a semiannual basis, including annually updating the recovery plans.

Approves purchase of equipment and supplies in order to meet operational requirements of the Rail OCC.

Analyzes existing operations and makes recommendations for the improvement and growth of IT systems.

Conducts research and remains curren with the latest technologies and solution in support of procurement efforts.

Coordinates with Metro departments, contractors, construction authorities, and outside agencies for the successful opening of new rail operating segments, lines, mezzanines, field equipment changes, and the like.

Manages IT Rail Operations Control Center operations to identif y and solve problems and ensure ef ficient and cost ef fective service.

Evaluates the effectiveness of staff assignments and resources to ensure maximum utilization.

Develops training programs, procedures, and materials required for staf f .

Oversees staff compliance with policies, procedures, and practices and adherence to labor contracts; conducts counseling sessions, disciplinary investigations, and second level hearings.

Interacts with various department personnel and outside agencies to resolve problems and issues.

Evaluates rail control systems and participates in design specifications, testing, acceptance of new technologies to improve and update current equipment or systems.

Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safey performance of all subordinate employees.

Overseeas all reports and documentation related to applications and systems operations.

Develops maintenance schedules for applications and systems equipment. Conducts system feasibility studies and testing.

Practices asset management for IT hardware, software, and equipment.

Manages operations staffing, including retirement, supervision, scheduling, development, evaluation, and disciplinary actions.

Establishes and maintains regular written and in-person communications with the organization's executives, department heads, and end users regarding activities.

Assists in the provisioning of end-user services, including help desk and technical support services.

Oversees the day-to-day application and systems operation.

Ensures that all applications and systems are properly documented and that methods of tracking all existing and proposed systems are effectively monitored and cross-utilized to the maximum extent practicable.

Evaluates and discusses performance of personnel, recommending various forms of commendation or disciplinary action as appropriate and equitable. Oversees selection adn training of staff within the available training budget to ensure a high level of competence, coordinating traing with the Office of PMO (training) where appropriate. May also manage the contractors associated with contracts issued by IT.
