About the Community Business Partnership: The Community Business Partnership (CBP) is an independent not-for-profit organization that is part of George Mason University's Mason Enterprise Center (MEC) under the Office of Research Innovation and Economic Development. CBP's mission is to be a complete resource center providing training and support to those seeking to build successful small businesses. CBP programs include the Small Business Development Center, the Business Finance Center, the Women's Business Center of Northern Virginia, and the Business Incubation Center. CBP delivers entrepreneurial training and counseling to over 3,000 clients per year and also provides specialized support services, including one-on-one counseling services, networking events, an extensive referral network, small business incubator services, and access to capital.

About the Position: This position is responsible for the financial activities of the Community Business Partnership, its Centers, and program including Quickbook entries and maintenance, account reconciliations, financial reporting, grant management, and grant compliance support.

Responsibilities: General Bookkeeping: * Accounts Receivable: Prepare invoices as needed and analyze accounts receivables to determine discrepancies; * Accounts Payable: Process check requests weekly and credit card payments monthly from approved CBP requisition forms; enter data and process payments on or before due date, maintain accurate accounts payable files and records; * Financial Reporting: Prepare monthly and quarterly financial reports; prepare and record monthly journal entries to the general ledger on a timely basis to ensure accurate financial statements; * Data Entry: Enter and calculate costs based on submitted employee timesheets; process and accurately record revolving loan fund payments; * Documentation and Filing: Maintain a well organized folder and file system; maintain proper physical controls over records to ensure compliance to policy and procedures; * Audits: In a timely manner, provide accurate and up to date documentation for all items requested during the CBP's annual audit as well as occasional Federal agency audits.

Program Support: * CBP Budget Preparation Assistance: Work with CBP's Executive Director to calculate the annual indirect budget for CBP; * Centers Budget Preparation Assistance: Work with Center Directors as they build their grant budgets for agency/foundation approvals; * Research Assistance: Work with GMU to identify salaries and fringe rates for faculty, classified staff and wage employees; compile estimates for costs/services as well as grant budget preparation; * Analyze trends in revenues and expenditures and advise management of irregularities; * Perform analyses of budgets for the CBP, its Centers, and programs; * Compile and provide timely and accurate financial data and forecasts to CBP and programmatic management; * When prompted, create new subclasses within Quickbooks for each new revenue source in order to ensure proper accounting of grant revenues and expenses; * Allocate salaries when needed at GMU by initiating new Funding Change forms; * Responsible for (a) post-award purchasing/expenses per CBP and 2 CFR 200 guidelines, and (b) pre and post travel authorizations/travel reimbursements per CBP guidelines; * Meet Monthly with Center Directors to ensure that grant awards and their matching funds are correctly recorded within Quickbooks; provide them regular financial documents based on the Directors' needs and the requirements of their funders; * In coordination with the WBC and BFC Directors, organize and prepare monthly and quarterly grant reports for the Directors; * Manage Time and Effort tracking through worker timesheets to ensure that the resulting labor costs are recorded within Quickbooks and attributed appropriately to grant awards and their match; regularly reconcile CBP timesheets with GMU time and effort billing; * Assist Center Directors with their grant close out activities; * Organize quarterly meetings with CBP Finance Committee to review financial reports in time for the quarterly CBP Board of Directors' meetings.

Required Qualifications: * Bachelor's degree in Business, Finance (or related disciplines) from an accredited institution or an equivalent combination of education and experience; * Accounting and financial experience with non profit organizations; * Basic knowledge of financial accounts (assets, liabilities, equity, income, and expenses), financial reports (profit & loss, balance sheet, and cash flow statement), as well as an understanding of fund accounting in particular; * An ability to learn, adhere to, and create internal controls related to 2 CFR 200; * Working knowledge of Quickbooks and Microsoft Office tools; * Ability to understand and strictly adhere to policies and procedures.

Preferred Qualifications: * 5+ years accounting and financial experience; * Have a strong attention to detail; * Excellence in organizational and time management; * Strong interpersonal skills to interact with a diverse management team.
