Summary

As a NBE (Risk Specialist), you will serve as a staff member responsible for providing technical expertise, advice and training to bank examiners and industry representatives in one or more of the following areas of expertise: Interest Rate Risk, Price Risk, Investment Securities, and/or Liquidity Risk.

Responsibilities

As a NBE (Risk Specialist), you will:
  • Support staff in technical, analytical and research matters for the Market Risk Division, as well as other OCC departments. Demonstrate knowledge of actual and emerging market risk issues and the industry/regulatory practices designed to identify, measure, monitor and control those risks.
  • Maintain awareness of issues affecting the banking industry and in area of expertise. Maintain technical and analytical skills pertinent to the supervision and examination of capital market activities. Develop additional capital markets expertise as required to meet the Market Risk Division's needs.
  • Work on cross functional teams with other risk experts and subject matter experts from other business lines to monitor and safeguard against emerging risks and trends in the banking industry. Analyze supervisory issues, identifies risks, recommends and develops new or revised agency policy, and/or regulatory guidance for banks and examiners.
  • Develop and maintain a working knowledge of the OCC's bank supervision process, including the OCC's Risk Assessment System and the Uniform Financial Institutions Rating System (UFIRS) or "CAMELS" System.
  • Participate on on-site bank examinations. Conduct fact finding meetings with bank management. Communicate examination results to OCC staff and bank management in both oral presentations and written products. Respond to inquiries from OCC staff, bank personnel, and other financial regulators.

This is a nontraditional position subject to the Alternative Location Arrangements PPM 3110-53. It may be filled in an alternate location provided the location is cost effective, operationally efficient, and complies with the standards contained in PPM 3110-53.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level. Examples of specialized experience for this position include:
    • Experience conducting examinations or reviews to determine a financial institution's condition, compliance with banking laws and regulations including identifying and recommending corrective actions; OR
    • Experience analyzing a financial institution's capital market activities, including interest rate risk and liquidity.


AND

Selective factor: You must also possess a National Bank Examiner (NBE) commission reflecting that you are authorized to sign Reports of Examinations (ROEs) for national banks and federal savings associations.


The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
