Responsibilities

As an Accountant, you will:

1. Manage the PSA accounting program including accounting operations and services, automated accounting systems, reporting, audit and internal control and development of required policies and procedures. Serve as the principal advisor for the Office Director and senior PSA management on accounting matters and represents PSA with CSOSA and external agencies, including the Department of Treasury, Office of Management and Budget (OMB), and the Government Accountability Office (GAO), involved in accounting programs.
2. Plan the accounting program from an overall agency standpoint and from the perspective of specific organizational segments. Develop and issue accounting policies and procedures. Review new legislation or regulations and determines application to PSA programs. Schedule and conduct studies, surveys or projects to assess accounting program needs, evaluate current policies or to determine the need for new or revised policies.
3. Manage the daily operations of PSA accounting systems which include accounting for grants, contracts, interagency agreements, payroll, travel, supplies and services. Direct the examination of vouchers and claims against PSA funds for accuracy, legality, and adherence to obligating documents. Develop accounting structures and methods for cost control and reporting.
4. Direct the administration and utilization of automated systems used in accounting operations. Identify the need for and works with Financial Systems staff to develop, test and implement system changes.
5. Manage federally required financial reporting activities for PSA, ensure compliance with relevant regulation and policy. Responsible for the production of a variety of financial reports for internal use. Ensure timeliness, accuracy, compliance with regulation and policy or responsiveness to management of reporting activities.
6. Develop and implement audit functions for PSA accounting operations and responsible for PSA compliance with the Federal Financial Manager's Integrity Act. Ensure that the processing of fiscal transactions meet acceptable standards of internal control and that appropriate internal audit and control reviews and assessments are conducted in accordance with regulation and policy.
7. Oversee preparation of financial statements and coordination with independent auditors for all annual and quarterly audit planning and execution functions.
8. As the senior staff member in finance and accounting, coordinate work of the function and provide guidance and assistance to lower graded staff.

Qualifications

To qualify for this position, you must meet the basic professional requirements and specialized experience requirement below.

Basic Requirement:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • AND

    Specialized experience:
    To qualify for the GS-13 grade level, you must have one year of specialized experience related to the duties of the position that was comparable in difficulty and responsibility to the GS-12 grade level.

    Specialized experience is defined as performing accounting and financial program analysis work by utilizing financial systems to analyze and classify financial events; interpret financial data, concepts, principles, standards, regulations and producing a variety of financial statement and reports.
