  • Serves as senior manager responsible for overseeing the development and implementation of CPIO functional programmatic areas and management systems related to process improvement, systems development, change management, data and metrics, sustainment, and internal operations that support GAO's mission and programs.
  • Develops strategic, tactical, and operational plans in area of responsibility, including goals, deliverables, and expected outcomes that respond to organizational and management needs and designated resources. Proactively manages execution of work and regularly reports to senior management on progress against plans, deliverables, and expected outcomes.
  • Directs program and project leaders to develop plans and associated documentation and analyses in accordance with standard GAO and CPIO practices; and reviews and monitors progress against plans, deliverables, and expected outcomes. Understands the professional expertise required for CPIO programs and projects, and ensures the appropriate methodologies and CPIO resources are brought to bear at the right time for project success.
  • Works with the Continuous Process Improvement Leadership Board and other GAO managers from across the agency to shape strategic objectives, goals, and long-range plans for improvement projects and activities. Ensures appropriate internal GAO collaboration and coordination with subject matter experts, stakeholders, and managers outside of own office in program and project data gathering, analysis, decision-making, and change management activities.
  • Directs the work of subordinate staff and performs supervisory responsibilities that include assigning work, establishing performance criteria and standards, evaluating performance, providing technical and administrative advice and assistance as needed, resolving complaints and grievances, providing staff development and initiating improvement plans, and taking disciplinary actions.

Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower band/grade, equivalent to the GS-13, level in the Federal service that demonstrates expert knowledge, skill and ability to execute the duties of the position. Specialized experience is defined as conducting primarily Lean-based, workflow-oriented process improvement in a non-transactional, new product development environment that is typically found in knowledge-worker organizations such as research and development, engineering, audit, policy analysis, and similar professions. This does not include process improvement on transactional processes, nor will it include much advanced statistical six sigma analysis.

  • Knowledge and skill in organizational change management, process improvement assessment and evaluation techniques, strategic planning and execution, and project management.
  • Expert knowledge of the full range of qualitative and quantitative analysis techniques and methodologies to assess program requirements and develop innovative program and management improvements with impact GAO-wide.
  • Demonstrated ability to meet and deal with a wide range of personnel including both technical and non-technical representatives throughout GAO in order to establish effective working relationships and partnerships.
  • Ability to communicate, collaborate and influence others to ensure effective progress for both internal and external change management operations and initiatives. By way of definition, oral communication may include methods used by employees with disabilities such as sign language interpretation, text-to-speech or TTY technology, and amplification devices.
  • Ability to direct organizational units with a focus on delivering high quality customer service and achieving results though an outcome based approach; as well as effectively evaluate staff performance.
  • Ability to develop and lead a staff by providing relevant learning experiences, creating and maintaining a productive and people oriented work environment, and leading by example.
