Summary

This position is located in the Office of the Chief Financial Officer, Budget Division, Budget Execution and Control Branch. The Division assists in the development and administration of overall policies, procedures, and plans concerning budget allocations and control functions of FSIS. The Division is responsible for coordinating the development, implementation, and monitoring of the overall FSIS financial operating plan to ensure fiscal integrity.

Responsibilities

  • Advises on all phases of budgeting to the program managers and staff relative to the budget submissions.
  • Executes annual and multi-year budgeting in support of nationwide Agency goals and objectives.
  • Processes budget-related inquiries and recommendations from outside the Agency, including the Office of Management and Budget (OMB) and the General Accountability Office (GAO).
  • Formulates written justifications for multi-year programs, personnel, and operating support.
  • Develops detailed strategic materials and background documentation for presenting major changes in the Agency's budget, as part of the overall presentation of the Agency's budget to higher administration of the Office of Management and Budget (OMB).
  • Monitors use of budgetary resources through the review and analysis of programmatic spending, i.e., labor forecast, execution of travel, and operating obligations and expenditures.
  • Counsels program managers and administrative staff on various amounts and types of funding available, resources concerning legal use, authority under which funds may be used, and recommends approval or disapproval of funding requests.
  • Reviews and analyzes program spend plans and funding allocations to provide sound recommendations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.)

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience:

Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes:
  • Comparing and presenting figures in current estimates of funding with prior years' expenditures;
  • Formulating budget estimates and preparing budget justifications for an organization;
  • Presenting and submitting budget findings to leadership; and
  • Applying concepts, principles, practices, laws, and regulations of budgeting and/or finance for management of programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Required Documents
