Responsibilities

You will:

- Provide leadership in identifying strategic opportunities, developing, and executing culturally specific outreach and engagements on environmentally related programs of national significance.

- Anticipate public and stakeholder reactions to agency announcements and actions, and advise senior management on outreach strategies.

- Supervise, direct, and manage all activities and personnel responsibilities for the Office of Public Engagement.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-15 level, you need to have at least one year of full time experience equivalent to the GS-14 level defined as overseeing the design and implementation of stakeholder outreach and engagement plans; building and maintaining partnerships with stakeholders and communities on a national level; and conducting written and oral briefs on topics that are organization key priorities.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Skill in advising leadership in regards to outreach strategies and engagement plans; 2) Skill in developing, editing and approving executive level written materials; 3) Skill in coordinating complex communication from a variety of sources for the public; 4) Skill in creating outreach strategies; 5) Skill in managing staff and balancing workloads with long and short term priorities; 6) Skill in applying equal employment laws and guidances; 7) Skill in assessing program performance and implementing improvements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
