Responsibilities

Procurement Analyst/ PD#60027-A
The incumbent serves as the Quality Assurance Specialist (QA) for the Network Contracting Office (NCO) and reports directly to the Director of Contracting (DoC) or the Deputy Director of Contracting (DDoC) as delegated by the DoC. The QA shall possess a FACC Level III certification at the time of application submission with a copy of certification received. The incumbent provides contract quality assurance support to a team of contract specialists and purchasing agents performing work up to the GS-1102-13 grade level. Incumbent will conduct required reviews of all contract phases and will perform various contract audit functions for the NCO.

Maintains current knowledge of acquisition regulations, directive, information letters and general procedures. Provides guidance and feedback with Contracting Officer and/or Contract Specialist regarding contract review write ups. Participates in the development of the annual NCO Training Plan in collaboration with the Training Officer, and identifies areas in need of improvement based on findings during reviews conducted and/or analysis preformed. Identifies trends from the reviews performed, to include external reviews, and reports on any trends to the DoC.

The incumbent must have extensive knowledge in all aspects of contracting; these include, but are not limited to, the procurement of supplies and services using sealed bid, competitive, and noncompetitive procedures. Some examples of equipment, supplies, and services procured include but are not limited to: medical or facility equipment, medical/surgical supplies, nursing homes, readjustment counseling, medical services, architect-engineer services, construction, information technology (IT) services to include hardware and software. Other unique requirements include intra/interagency agreements, sharing agreements, medical and nonmedical selling agreements, research and development, and leases.

PHYSICAL REQUIREMENTS: The work is primarily sedentary. Some travel may be required. The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/28/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Basic Requirements: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Specialized Experience GS-13: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Perform comprehensive technical reviews on pre-solicitation, pre-negotiation and pre and post award documents. Assure proper selection of contract terms/conditions. Assure compliance with applicable laws. Analyze procurement regulations and advise on policy guidance. Identify trends from reviews, analyze and make recommendations. Analyze complex procurement situations and provide solutions. Identify areas in need of improvement, in collaboration with the training officer. Participate on review boards at all phases of contract execution and administration. Conduct random reviews of contract files to ensure compliance. Facilitates meetings with appropriate supervisor and contract specialists to communicate findings as they pertain to contracting matters. Represents the NCO in contract management issues during exploratory and informational stages of top level managerial planning, policy formation and decision making. Develop action plans for recommendations to meet performance monitors/measures.
