Summary

The position serves as a Human Resources Specialist within the Office of Human Resources and Professional Development (HRPD), Human Resources Operations Division (HROD) located in Washington DC and serves as a key advisor to the Division Chief, HROD and Deputy Division Chief, HROD concerning compliance issues associated with recruitment, hiring, staffing and personnel action processing.

Responsibilities

Serves as the principal Quality Reviewer for the preparation and review of merit, delegating examining and accountability reviews performed by the Department of Justice (DOJ) and the Office of Personnel Management.

Serves as a technical expert and maintains a comprehensive human resource program evaluation and accountability system for ATF by providing procedures, guidance, and criteria in the recruitment functions, ensuring established procedures are followed and adherence to regulatory requirements.

Plans, directs, and provides expert oversight of work operations performed Human Resources Specialists through monitoring assigned caseload and personnel actions for accuracy, timelines and compliance with the Code of Federal Regulations, Merit Promotion Plan, Delegating Examining Procedures and the Personnel Processing Guide.

Prepares reports of findings and makes recommendations. Recommendations may often serve as the basis for new procedures and may dictate the need for program modifications or organizational clarity.

Serves as a principal liaison between ATF and DOJ in the exchange, dissemination, and clarification of issues relative to both merit and delegated examining policy development. Securing clarification of procedural aspects, submission of reports, coordinating audit reviews, and supplementation of agency internal controls.

Makes recommendations, presentations, conduct training, coordinate work and prepare position papers, standard operating procedures, reports and correspondence on a variety of human resources issues.

Qualifications

To qualify for GS-14 candidates must also have at least one year of specialized experience equivalent to the GS-13 grade level.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include:
  • Experience providing quality and compliance reviews for Merit Promotion and Delegated Examining activities.
  • Experience performing a variety of analytical and evaluative studies of human resources programs, policies and operational activities.
  • Experience in oral and written communications to make recommendations, presentations, conduct training, coordinate work and prepare position papers, standard operating procedures, audit reports and correspondence on a variety of human resources issues.
  • Identifying and analyzing issues; developing narrative and statistical reports, generating, merging, and interpreting data from multiple databases.
  • Resolving critical problems and developing new concepts and approaches to ensure continued compliance with governing provisions.

Must currently possess Office of Personnel Management Delegated Examining Certification that will not expire prior to the closing date of this job opportunity announcement. You must attach a copy of your certification to be considered for this position.

The GS-14 salary range starts at $122,530. If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.
