Responsibilities

  • Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
  • Serves as a senior operations research analyst assigned to an Analytics Center of Excellence (ACE) operations research or business process analysis team
  • As a senior operations research analyst, the incumbent conducts, organizes, directs and coordinates analytical studies in all areas of logistics; conducts economic analyses
  • Serves as a technical and operations research advisor to management officials and ACE team chiefs and other analysts..
  • Serves as a Contracting Officer's Representative (COR) on quantitative, cost/economic analysis and operations research contract study efforts administered by ACE.
  • Maintains a high level of professional and technical knowledge, skills, and abilities in operations research and economic analysis as they apply to DoD logistics and operational systems.
  • Identifies specific concepts and develops procedures for investigating problems of a highly significant nature which may be broadly stated or ill defined.
  • Prepares study plans which define study efforts by providing the background, description, approach, project milestones, resource requirements and costs for each study.
  • Provides expert advice to HQ DLA, MSC and other personnel on quantitative analysis programs, proposals, and plans.
  • Prepares reports, issue papers and fact sheets to satisfy information requests from HQ DLA and MSC staff elements.
  • Develops recommendations on study results and provides management with new decision support systems, strategic business information and predictive advice concerning alternative courses of action for resolving complex operational system problems.

Qualifications

Basic Education Requirement: A Bachelor's Degree or higher in operations research. OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing in-depth analytical models and methods at the organization level. Identify actual or potential problem areas, trends, and similar factors to improve organization program operations and management systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
