Summary

This position is located in the Branch of Human Capital and Workforce Management(BHCWM), Division of Management and Administrative Programs (DMAP), in the Office of Federal Contract Compliance Programs (OFCCP).The purpose of OFCCP is to enforce the contractual promise of affirmative action and equal employment opportunity required of those who do business with the federal government.

This position is not in the bargaining unit and is at the full performance level, GS-14.

MAJOR DUTIES:
  • Reviews human capital and human resources activities to determine impact, efficiency, and effectiveness of program operations.
  • Works with managers in the establishment of hiring needs.
  • Coordinates with Office of Human Resources (OHR) and others to identify actions to successfully meet hiring requirements.
  • Keeps abreast of existing and new executive orders aimed at serving areas of special emphasis in talent acquisition.
  • Provides agency advice on the department's labor- relations program.
  • Attends labor-management meetings, hearings, and negotiations with representatives of the NCFLL and Local 12 on a wide variety of labor management relations matters.
  • Serves as the agency point of contact for various Human Resources Information Systems (HRIS), which include; HR_Connect, LERMS, WebTA, and LearningLink.
  • Directs, plans and reviews work to be accomplished by subordinates.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include:
  • Reviewed human capital and human resources activities to determine impact, efficiency, and effectiveness of program operations.
  • Worked with managers in the establishing hiring needs.
  • Attended meetings regarding the successful completion of departmental programs.
  • Worked with Special emphasis programs, such as, wounded warriors, military spouses, student volunteers or similar initiatives.
  • Provided an agency or organization advice on the department's labor-relations program.
  • Reviewed and analyzed employee survey feedback to identify trends and barriers in the organizational behavior and then recommend courses of action.
  • Worked with leadership to decide office policies in terms of planning initiating and implementing assigned administrative support services.
  • Directed, planned and reviewed work to be accomplished by subordinates.
  • Directed, developed or implemented Human Resource strategies.
