Summary

This position is located in the Office of Analysis for Russia and Eurasia, Russian Foreign Policy and Western Division, Bureau of Intelligence and Research (INR/REA). The division is responsible for reviewing and analyzing Russian foreign policy toward Europe, the Middle East, Latin America, Asia, Africa, Arctic, U.S.-Russian relations, Russian proliferation issues, and the internal politics and external relations of Belarus, Moldova, and Ukraine.

Responsibilities

  • Serves as a recognized expert responsible for providing all- source intelligence analysis on Russia's policies toward and relations with the countries and regional organizations of the Western Hemisphere, including the United States.
  • Represents the Department in interagency meetings, provides guidance to Department policymakers, briefs key stakeholders in the U.S. Congress, and serves as an expert in various intergovernmental and non-governmental fora.
  • Advises on and performs research and other professional work in support of the formulation and direction of U.S. foreign policy and bearing on U.S. relations with foreign governments and international organizations.
  • Evaluates information and initiates research bearing on the implementation of existing and proposed policies.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience providing all- source intelligence analysis on Russia's policies that are in relations with the countries and regional organizations of the Western Hemisphere , including the United States.
  • Experience coordinating and providing intelligence briefings to senior officials on Russia's policies to meet the needs of the intelligence organizations of the Western Hemisphere.
  • Experience providing expert consultation to senior officials regarding Russia's policies in relations with countries and organizations of the Western Hemisphere.

There is no substitute of education for specialized experience for the GS-14 position.

  • Background in Russia's policies toward/relations with the countries and regional organizations of the Western Hemisphere.
  • Knowledge and experience in Russia's policies toward/relations with the countries and regional organizations of the Western Hemisphere.
  • Russian Foreign Relations - Knowledge of, and experience in, Russia's foreign policies and relations.
