Responsibilities

As a Health Science Specialist you will:
  • Serve as a technical advisor for health systems strengthening and health financing and economics, helping to formulate policy and programming guidance for strategic program planning around domestic resource mobilization.
  • Provide technical advice, guidance, and support to Missions, NGOs and host countries on technical issues regarding the design, implementation, and evaluation of health financing activities and projects.
  • Assist in formulating Agency and PEPFAR positions on issues related to sustainable systems and financing for HIV/AIDS.
  • Serve as activity manager for HIV/AIDS financing technical activities and directing health science activities that assist OHA in advancing the state-of-the-art and providing technical assistance to USAID and PEPFAR field programs.
  • Serve as COR/AOR or alt COR/AOR as needed.


Travel Required

25% or less - The work involves approximately 25% of intermittent travels to and in developing countries. International air travel usually entails long flights. Travel within developing countries usually entails use of bus or cars over unpaved roads to locations where further physical adjustments must be rapidly made to occasionally severe conditions that require prolonged walking, working in cramped rooms, standing for long period of time, and eating and resting in inadequate.

Qualifications

SCREEN OUT QUESTION: This position requires a selective factor in addition to the qualification requirement noted above. Your resume must demonstrate you have technical and programmatic expertise working with government and in-country stakeholders to design and implement health financing strategies to advance promotion of sustainable approaches to health programming within low- and middle-income country settings?

GS-14-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) serving as technical lead for sustainable financing for health or HIV/AIDS programming in developing countries; b) implementing, managing, and providing strategic direction and guidance for sustainable financing programs in developing countries; c) developing policies, strategies, and plans for sustainable financing for global scale-up; d) managing awards and projects on sustainable financing for health or HIV/AIDS.

Examples of qualifying specialized experience at the next lower level for this position includes: (a) Has administered and formulated budget justification for major complex inter-bureau accounts likely to require reprogramming; (b) Served as technical authority on budget formation: (c) Has executed difficult fund control activities for large complex accounts, including adapted budgetary policies, analytical methods, and regulatory procedures; and (d) Had developed strategies for planning and implementing budget policies, procedures, and management controls for a significant organizational component to fulfill multi-year program objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
