Responsibilities

Due to the current events surrounding COVID-19, telework will be mandatory. When it is determined that EXIM will be moving to the reopening phase, the expectation will be to physically return to the office. Telework days and any waiting periods for eligibility will be determined at that time.

The incumbent of this position serves as a Personnel Psychologist in the Division of Organizational Culture & Effectiveness, Office of Human Capital, Chief Management Office, Export-Import Bank of the United States. The primary responsibilities of the incumbent are to develop, refine, and evaluate measurement concepts and tools including job analysis, assessment techniques, and workforce planning for the recruitment, selection, performance, training, development, engagement, and retention of employees. This also includes responsibility for providing advisory services to management officials in the following areas: organization planning; recruitment, selection, development, training, talent optimization; and development of measures of employee morale, satisfaction, and productivity. The incumbent works on a small team of internal consultants with various specialties reporting to the Chief Learning Officer.

At the full performance level, duties include, but are not limited to:
  • Serves as a leading expert on agency wide workplace assessment and validation (i.e., surveys, job analysis, competency modeling, selection, and employee experience) to inform human capital strategies, processes, and policies.
  • Formulates surveys for measuring employee attitudes, perceptions, and experiences (e.g. organizational effectiveness surveys, customer satisfaction surveys, and internal culture surveys); interview techniques for determining workforce competencies and key behaviors needed for mission support; and benchmarks and measurement or rating systems to assess job performance and productivity.
  • Manages workforce learning, development, and retention programs (e.g., Student Loan Repayment, Tuition Assistance, Executive Development Plans).
  • Design, develop, and implement systems to support employee learning and development and leadership employee engagement strategies.
  • Provides expert guidance to facilitate effective learning particularly for agency leaders, and executives. Identifies resource needs, establishes milestones and goals to produce meaningful and measurable results. Recommends courses of action and implements change(s) when recommendations are accepted. Leads or participates in discussions, meetings and serves on work groups as required.
  • Conducts workforce/succession planning using existing and newly developed tools and analyzes workforce trend data from Federal government sources and databases to project future workforce trends and identify workforce/talent gaps.
  • Compiles monthly and quarterly reports on employee demographics, including retirement eligibility and researches attrition patterns to determine causes and possible remedies.
  • Determines whether current and future human capital needs are being met successfully and develops plans of action to address identified issues.
  • Conducts career path mapping and process validation studies to determine ease of use and effectiveness of HR processes.
  • Consults with and advises HR Specialists, managers, and leadership on workforce utilization.

Qualifications

Basic Requirements:

Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology.

In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government. Specialized experience includes:
  • Experience designing, developing, analyzing, administering, and evaluating workforce assessment tools to improve the organization;
  • Experience providing consultant services to the workforce using sound models and theories of industrial/organizational psychology;
  • Experience managing workforce learning, development, and retention programs (i.e., onboarding, rotations, mentoring, training, and coaching); and
  • Experience conducting workplace and succession planning studies and establishing and maintaining relationships with key stakeholders.
Education cannot be substituted for experience at the GS-13 grade level.
