Summary

The incumbent serves as a Medical Technologist Technical Specialist in the VAMC/DC Pathology and Laboratory Medicine Service. The technical specialist develops, performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results in the core laboratory.

Responsibilities

The incumbent serves as an expert providing authoritative advice and consultation for more markedly difficult, complex, unique and/or emerging tests requiring special knowledge.

Duties include, but are not limited to:
  • Performs a broad range of laboratory procedures in the core laboratory, blood bank laboratory and limited microbiology testing. Generates and analyzes data, recognizes deviation from expected results, detects and corrects problems using scientific principles.
  • Maintains and documents the optimal functioning of laboratory equipment. Uses, calibrates, identifies malfunctions, repairs, and performs preventive maintenance of laboratory equipment. Detects deviations in test performance due to instrument malfunction.
  • Performs and documents quality control and assurance activities and corrective actions related to test performance in accordance with applicable regulatory requirements.
  • Maintains inventory of supplies and reagents for tests, requesting purchases appropriately and within the budget of the section.
  • Adheres to practices and regulations governing biosafety and biosecurity in the workplace.
  • Identifies discrepancies, solves problems, and presents solutions.
  • Coordinates the laboratory competency program.
  • Coordinates the Clinical Laboratory Improvement Act (CLIA) laboratory proficiency/survey program.
  • Responsible for knowledge of regulatory agency requirements necessary to assure that work meets standards to the extent necessary to maintain accreditation from AABB, CAP, FDA, OSHA, TJC, FDA, and OSHA by following printed guidelines.
  • Analyzes emerging trends and technology. Recommends the use of new equipment and methodologies as appropriate.
  • Incorporates principles of educational methodology in the instruction and training of new employees and students and in the laboratory's in-service/continuing education program.
  • Communicates effectively and courteously while working as a healthcare team member. Provides excellent service as defined by the customer (healthcare providers, patients, and others). Gives direction and guidance using underlying principles of laboratory testing.
  • Organizes work and sets priorities to meet deadlines.


Work Schedule: Monday - Friday 12:00 am until 8:00 am or as needed.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Medical Technologist must be proficient in spoken and written English.
Education and/or Experience Combination

A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.).AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree.

OR,

A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.

OR,

A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.
Certification. Candidates must have either (1) or (2) below:(1) Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT.(2) For positions up to the full performance level, candidates must currently possess the categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB). Technologists with categorical or specialist certifications may only perform duties within the area of the laboratory specific to their categorical certification (e. g., an individual with a chemistry (C) certification can only perform duties in chemistry)

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Preferred Experience:
  • Licensed (current) as a Medical Laboratory Scientist
  • Current/valid CLS or MT certification issued by the American Society for Clinical Pathology (ASCP) or American Medical Technologists (AMT)
  • Knowledgeable in Molecular Pathology clinical laboratory regulatory and accreditation requirements
  • Experience teaching and training new students or staff in Molecular Pathology
  • A minimum of 2 year experience as a CLS in a clinical hospital laboratory
  • Highly organized and ability to multi-task effectively.
  • Extensive experience with Quality Control and Proficiency Testing.
  • Ability to learn and perform all required maintenance procedures for various laboratory analyzers.
Grade Determinations: Experience. Must have 1 year of creditable experience equivalent to the next lower grade level, which is directly related to the position to be filled.

Demonstrated Knowledge, Skills and Abilities: In addition to the experience or education above, the candidate must demonstrate the following KSAs:
  • Advanced knowledge and understanding of regulatory and accrediting agency requirements, medicolegal requirements, and pertinent statistics sufficient to perform complex diagnostic tests.
  • Knowledge and skill sufficient to apply standard medical technology techniques to conduct a variety of difficult and complex test systems.
  • Knowledge of quality assurance principles to perform data collection, data presentation and interpretation in solving problems and improving performance.
  • Knowledge of instructional techniques to instruct and guide other team members in proper performance of tests and applications of the laboratory procedures.
  • Ability to develop procedures and validations for new tests and modify existing procedures and methods in order to resolve problems relative to complex and difficult situations.
  • Skill in the operation of laboratory equipment used in the core laboratory including routine maintenance, troubleshooting, and repair.
  • Ability to use independent technical judgment to analyze and interpret laboratory results.
  • Ability to communicate, consult, and interact with other members of the healthcare team, manufacturers, and professional colleagues.

    The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-11.

    Physical Requirements: The work requires regular and recurring physical exertion such as standing for long periods of time, bending, kneeling, reaching, moderate lifting of instruments and materials up to 25 pounds, walking moderate distances, mental alertness, and ability to work under pressure due to meeting established timetables for documentation, equipment failures and resolutions. Some assignments require working at a computer workstation and keyboarding for moderate periods of time. Several hours at a time may be spent under stressful conditions due to the responsibilities and pressures that the position can encompass. Rotation of shifts imposes additional physical demands.
