WHAT IS THE REASEARCH, APPLIED ANALYTICS & STATISTICS DIVISION? Research, Applied Analytics, and Statistics (RAAS) anticipates and meets customers' needs by providing leading research, analytical, statistical, and technology services. RAAS provides an intellectually challenging and supportive environment for our employees.

WHAT DOES AN ECONOMIST DO? As an Economist, you will use advanced economic and subject matter knowledge; and skills in the execution of your duties and responsibilities. In this position, you will work with economic problems, the integration of the assigned study into the major research problems, and the planning and execution of sequential work steps.

As an Economist you will:
  • Assume technical responsibility for various phases of initiation, formulation, planning, and execution of major projects.
  • Assist in determining the objectives of research projects and the methodology to be used.
  • Develop specifications for research studies by presenting analytical material.
  • Perform research to locate new sources of data, analyze pertinent information and draw conclusions.
  • Play an essential role in error resolution of more complex statistical studies.
  • Assume responsibility for the effective use of resources within assigned subject matter projects.
  • Produce tables and graphical materials using standard computer software packages.
  • Keep abreast of economic, statistical and tax literature for data and research methodology.
  • Run analysis on large data sets using relevant statistical software such as SAS, S or R.

Qualifications

You must meet the following requirements by the closing date of this announcement

BASIC REQUIREMENTS: (GS-07 and All Grades)
You must have a Bachelor's or higher degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Combination of education and experience - courses equivalent to a major in economics as shown above, plus appropriate experience or additional education. Examples of qualifying experience include (this list is not all inclusive): a. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusion and report preparation; b. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or c. Teaching assignments in a college or university that included both class instruction in economics subjects and include one of the following: (1) personal research that produced evidence of results; (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in economics.

In addition to the above, you must meet the requirements described below:

GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience applying the methods and principles of economics and their application to research projects; experience with research and study design and administration processes; experience with research procedures and basic techniques; experience in methods to develop, analyze, and present statistical information; experience using different types of economic and statistical programs for evaluating and/or completing research projects; experience in determing the economic significance of information reported on tax returns and a working experience of both present and prior tax laws; experience in communicating findings and in writing descriptive reports; and experience using User oriented computer programming languages and statistical software packages.

You may substitute education for specialized experience as follows: 1 year of graduate level education at an accredited college or university in economics. OR
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience applying methods and principles of economics and their application to research projects; experience with research, study design and administration processes; experience in determining the economic significance of the information reported on the tax returns, and tax laws; experience in oral communications and descriptive report writing; experience developing, analyzing, and presenting statistical information; experience using economic and statistical programs and understanding their usefulness in evaluating or completing research projects; experience using user oriented computer programming languages and statistical software packages; and demonstrated experience in the rules, regulations, procedures, and related systems applicable to the area of responsibility.

You may substitute education for specialized experience as follows: Master's or equivalent graduate degree in economics. OR 2 full academic years of progressively higher level graduate education leading to a master's or equivalent graduate degree in economics.

GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Demonstrated professional experience applying the methods and principles of economics and their application to research projects; experience conducting research, study design and the administration of the processes; experience in understanding the economic significance of the information reported on tax returns, experience understanding tax laws and the impact of proposed tax law changes on research projects; experience developing, analyzing, and presenting statistical information; experience understanding laws, rules, regulations, and systems applicable to the area of responsibility; experience using user oriented computer programming languages and statistical software packages; and demonstrated skill in oral communications and descriptive report writing.

You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in economics. OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in economics.

You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

GS-12 LEVEL:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: professional experience applying the methods and principles of economics and the application to research projects; Experience applying quantitative techniques to analyze and address complex and multidisciplinary issues pertaining to strategic planning; experience working with advanced theories and concepts applying to the evaluation and redesign of programs; experience working with applications to prepare written reports, spreadsheets, statistical tables, flowcharts, and visual presentations. Assisting higher-level economists in the performance of a wide variety of economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives. Analyzing long-range effectiveness associated with the issues and resulting recommendations. Preparing written narrative and/or briefing materials explaining the methodology used and supporting recommendations derived from the analyses. Assisting in the development and evaluation of quantitative data to determine the relative effectiveness of various approaches to redesigning work processes and recommend different courses of action.

Education

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.
