Summary

This position is in Bureau of Diplomatic Security, Office of the Executive Director, Human Resources Management (DS/EX/HRM). HRM provides the full range of human resources (HR) services in the areas of recruitment and staffing, position classification, position management, workforce analysis, career development, employee benefits, incentive awards, performance management, and employee and labor relations.

Responsibilities

  • Serves as the lead accountability auditor and DEU Coordinator, responsible for conducting the full range of activities associated with internal accountability reviews.
  • Conducts complex internal human resources accountability audits.
  • Conducts complex projects involving the evaluation and operations regarding all Delegated Examining associated job opportunity announcements.
  • Provides expert technical advice and guidance on recruitment and placement matters to Human Resources staff and senior management.
  • Provides expert operational guidance and oversight to Human Resources specialist on all aspects of Delegated Examining and Merit Promotion programs.
  • Reviews, analyzes, and evaluates Human Resources Management strategies, policies, processes, and procedures.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience conducting internal human resources audits.

Experience reviewing, analyzing and evaluating policies and procedures.

Experience providing advisory services in recruitment and placement.

There is no substitute of education for specialized experience for the GS-14 position.

Qualified candidates are assigned a score between 70 and 100.
