Summary

This position is Non- Bargaining Unit, located in the Office of the Chief Human Capital Officer (OCHCO), Human Capital Analysis Branch (HCAB). You will report to the Branch Chief of HCAB.

Responsibilities

As a Human Resources Specialist (Information Systems), you will:
  • Provide direction and give advice to branch chiefs and representatives of serviced organizations on methods of approach to systems related discrepancies.
  • As the system COR, coordinate contractual actions with the Acquisition Management Division for assigned contracts.
  • Study, analyze, and develop methods to improve the accuracy, adequacy, and timeliness of information and human resources systems for disseminating information.
  • Support the branch and office by leading the coordination of planning, assessment, implementation and administration of Human Resources Management information technology systems in a wide range of knowledge of Human Resources functional areas (i.e., Recruitment, Staffing and Position Management).
  • Perform quality assurance checks on the various personnel systems to ensure data integrity.
  • Serve as the project manager or project lead on assigned HRIS, including, but not limited to, Position Classification library.
  • Prepare needs analyses and recommends strategies, plans, and programs to revise and update the assigned HR information systems.
  • Provide expert advice and guidance to staff and customers in the best practices and policies associated with HRIS management, including hiring and classification system.

Qualifications

The ideal candidate will be able to demonstrate the following:

1. Knowledge in the application of a wide variety of Federal and agency human resources information systems regulations, policies, practices, and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations for the OCHCO. Examples may include experience in principles and practices of IT administration to manage HR Management systems applicable to HRIS administration, HR codes and processing requirements, workforce analysis and data analytics.

2. Understanding of project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments to effectively manage critical, high-level, high visibility, multi-faceted projects.

3. Ability to communicate (both orally and in writing) complex and technical human resources issues in a clear, concise, and logical manner to all levels within or outside an organization (i.e., employees, managers, and agency senior leadership). Examples may include: writing standard operating procedures or other instructions, writing reports to the Office of Personnel Management, writing classification evaluation statements, informal or formal presentations to audiences of different sizes and levels.

4. Ability to plan and implement complex change initiatives or projects. Examples may include leading a team in accomplishing an agency-wide HRIS change initiative or other special projects.

5. Skill in utilizing human resources information systems and software applications (e.g., automated hiring systems and assessment tools, Electronic Official Personnel Folder (eOPF), automated on-boarding systems (WTTS/EODS), personnel action processing systems (DOI, FPPS, NFC), electronic SF-52 systems, personnel reporting systems (staffing plans, FTE reports, recruitment tracking systems), etc.).

To qualify for this position you must have at least one year of specialized experience at the next lower grade level (13) in the Federal service or equivalent experience in the private or public sector.

Specialized experience at or equivalent to the GS-13 grade level in the Federal service or private sector that includes:

1) Experience operating automated HR systems to identify, track, and manipulate data for reporting purposes

2) Test, analyze and evaluate results of human resources automated systems

3) Providing consultative and technical human resources services on Human Resource Information Systems (HRIS), to agency staff for both payroll and personnel matters.

To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
