Summary

Due to the Pandemic and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.

Responsibilities

This position is located in the Air Traffic Organization (ATO), Management Services, People Services Directorate, Field Technical Requirements & Forecasting Group, Technical Requirements Analysis Team (AJG-P24). This Group is responsible for accurate and timely recommendations with regard to placement and future needs for the ATO Technical workforce from a global perspective.

These types of positions administer, develop, deliver, and support information technology (IT) systems and services. The paramount requirement is knowledge of IT principles, concepts, and methods; e.g., data 1 storage, software applications, and networking. Information technology refers to systems and services used in the automated acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, assurance, or reception of information. Information technology includes computers, network components, peripheral equipment software, firmware, services, and related sources.

Work in the Technical Category at this pay band is characterized by such assignments as:
Provides guidance to lower-level staff to address diverse, complex issues impacting the aviation/transportation industry. Works with managers advising on the development of guidelines and standards and prepares points of view used in forecasting trends and formulating policy. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to jointly solve problems. Provides policy guidance and instruction to others, both internally and externally.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

By applying skill configuring systems/servers, he/she configures network protocols and manages network connectivity. He/she applies skill manipulating relational database management systems, such as SQL, to acquire, store and retrieve data to support ATO technical staffing teams, including the National Employee Services Team, Staffing Workbook Application, and the Operational Currency Dashboard. He/she applies knowledge of the SAP Business Objects universe to build impactful visualization dashboards and analytics applications to assess risk, and improve efficiencies. He/she applies experience with web report builders to filter and manipulate data, identify trends and outliers, and to share findings.

He/she applies skill using extract, transform, load, he/she copies data from a variety of different databases to assist in the process of integrating the Priority Placement Tool into Staffing Workbook. He/she applies skill using database normalization processes to review and structure ATO staffing databases to reduce data redundancy and improve data integrity. He/she ensures that new types of data or adjustments to the classification index can be introduced without changing or compromising the current structure of the system.

He/she applies experience analyzing and presenting data to develop reports that provide an accurate assessment of facility staffing levels. By applying skill using automated databases, web-based applications, and information management systems, he/she enters data, tracks progress against milestones, and provides periodic and ad-hoc reports.

Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Work activities typically impact directly on the objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

Experience with a variety of operating systems, web browsers and software tools such as Java, Structured Query Language (SQL), Oracle Stored Procedure, PL/SQL, SQL Loader, or SAP Data Services; AND

Experience using complex software applications such as ColdFusion and Oracle Stored Procedures to design, develop and maintain innovative information systems.
