Responsibilities

  • Plans and directs agency-wide projects and programs using a high degree of discretion from inception to completion.
  • Coordinates information sharing and collaboration with internal and external customers.
  • Initiates, plans, administers and monitors contracts as a Contracting Officer's Representative(COR) throughout the contract/acquisition life cycle.
  • Conducts program review and business analyses to support multiple initiatives and business resolutions.

Qualifications

To qualify for the Program Planner, PG - 0301 - 13 , you must meet the following requirements:

Applicant must meet the Selective Placement and meet the specialized experience at the next lower (PG-12 ) grade level to qualify for this position.

Selective Placement Factor: Skills, Knowledge, ability or work characteristics basic to- and essential for-satisfactory performance on the job. Selective Placement Factors are a prerequisite to appointments or placement and represent minimum requirements for a position. Applicants who do not meet the Selective Placement Factor are INELIGIBLE for further consideration.

Selective Placement Factor- Do you possess Project Management Institute PMP Certification or are you eligible to sit for the exam?

In recognition of the importance of experience and training in successful performance of this role, the Project Management Institute has developed a certification program, the Project Management Institute, Professional, which recognizes an individual's competence in leadership and directing projects and team (and maps to the knowledge, skills and ability required for the Program Planner position. The requirements for eligibility to sit for the PMP exam are as follows:
Secondary degree-(High school diploma, associate's degree or the global equivalent) 7,500 hours leading and directing projects, and 35 hours of project management education OR

Four year degree; 4,500 hours leading and directing projects; 35 hours of project management education.
AND the specialized experience at the next lower grade level (PG-12) you need to qualify for this position may include the following:
  • requirements gathering to develop system specifications
  • gathering and organizing information on problems, procedures, or systems
  • developing life cycle cost analyses of projects
  • analyzing and evaluating the effectiveness of line program operations in meeting established goals and objectives
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement (06/18/2021) to be considered.

The GPO offers Transit subsidy for commuters using public transportation (Metro Bus/Rail, MARC, VRE, etc.).

Background Investigation:
Suitability is required for this position: (Non-Sensitive Low Risk)
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
