Responsibilities

You will:
  • Provide leadership support to the Office Director in administering and evaluating, and provide oversight for EPA's Cybersecurity Program and for all Office of Information Security and Privacy (OISP) programmatic activities; oversee the planning and execution of OISP budget and human resources in coordination with other Office of Mission Support offices.
  • Coordinate the efforts of the OISP staff in the performance of their daily tasks and responsibilities as well as contractor support to OISP Operations.
  • Provide management and oversight of EPA's Risk Management program, including but not limited to vulnerability management. Ensure appropriate evaluation of system controls in relation to their compliance with security requirements is ensure the protection of EPA's information and IT systems, as well as the critical processes of EPA's computer networks.
  • Oversee of the Agency Security Certification and Accreditation processes to determine Agency information systems' level of compliance with security requirements. Ensure Agency Authorizing Officials formally declare and accept the risks identified in deploying an Agency information system.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.

Qualifications

To qualify for this position, you must have either:
-IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;
OR
-a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

In addition to the basic requirements above, you must meet the following requirements:

To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as experience leading a team of highly technical Information Security professionals providing leadership and direction in the management, development and implementation of a comprehensive Enterprise Cybersecurity programs; experience interpreting federal cybersecurity laws and developing compliant Enterprise cybersecurity strategies, policies, procedures and guideline; experience in managing and handling cybersecurity incidents; and experience in identifying and implementing technical security solutions and tools to mitigate risks across the Enterprise.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.

Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed above.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

This position is not in the bargaining unit.
