Responsibilities

  • Support acquisition by obtaining all specialized system approvals.
  • Evaluate policies, procedures, and regulations proposed by various sources and advises on the impact.
  • Support new and version changes of DHA and DOD acquisition system development, implementation, and maintenance of automated systems.
  • Participate at DoD acquisition systems meetings and working groups as the Defense Health Agency representative.
  • Provide training to DHA personnel on policies, procedures, and regulations on IAE, DoD and Defense Health Agency systems.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Telework (regular/recurring or ad hoc) within the commuting area may or may not be authorized.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is an Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet Dodi 5000.66 requirements applicable to the duties of the position.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Career Field in Contracting, Senior Level III is required. Selectee must achieve certification within 24 months of appointment.
  • Failure to acquire or maintain Level III certification may result in an adverse action to include removal.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:
One year of specialized experience which includes includes experience advising agency personnel on matters associated with Federal and Defense acquisition reforms; monitoring end to end-to-end acquisition systems to ensure capability (e.g. Contract Writing System, Acquisition Systems, such as Acquisition Systems Support Help Desk Oversight, PD2/Standard Procurement System (SPS), Contractor Performance Assessment Reporting (CPARs), Wide Area Workflow (WAWF), and Federal Procurement Data System - Next Generation (FPDS-NG)/Contract Action Report (CAR), iDOC error resolution and Procurement Data Verification & Validation); and advising personnel on all new acquisition system changes.

You will be evaluated on the basis of your level of competency in the following areas:

Education
