Summary

This announcement is for INTERMITTENT positions located within the Bureau of Medical Services. The incumbent of this position will serve as roving, on-call Nurse Practitioners for posts worldwide and for domestic assignments, as necessary. While overseas, the incumbent assumes the role of primary care provider and will be responsible for providing the full range of community health services, including preventive health education, for the U.S. Embassy's official community.

Responsibilities

Provides comprehensive primary medical care, this includes direct primary health care counseling and referral to appropriate medical professionals or facilities; Recommends and arranges for medical evacuations as appropriate and coordinates all administrative aspects to assure full patient support/safety en-route and upon arrival at the point of evacuation; Provides emergency or crisis intervention care in the absence of a qualified physician, including life-saving procedures necessary to stabilize a patient for onward transportation to a hospital facility; Administrates the Health Unit, maintaining adequate stocks of medication, proper equipment and sufficient surgical supplies to handle routine illness and emergency situations; Maintains liaison with local medical community (physicians, dentists, hospital, etc.); Provides administrative and technical health care guidance to nurses and post administration in adjacent Consulates and Embassies. Is on call to provide medical care 24 hours a day, 7 days a week.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants MUST meet the required basic entry qualification requirements described below: BASIC REQUIREMENTS: Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Note: All applicants WILL BE required to submit a copy of their final transcripts AND a copy of their license or registration as a professional nurse (as described above). If you fail to provide requested information or the information you submit is insufficient to verify your eligibility, you WILL lose consideration for this position.

IN ADDITION to meeting the basic requirements above, you MUST have at least 1 or more full years of professional nursing experience that is equivalent to the GS-13 level in the Federal service that provided you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying equivalent experience include:

EXPERIENCE in reacting to immediately to life threatening situations i.e. providing emergency assessment for acute life threatening illness or injuries in the workplace; EXPERIENCE with independently evaluating and assessing the medical conditions, injury, or concern of the employee; EXPERIENCE in applying health care standards, and expert medical technical knowledge to complex conditions; EXPERIENCE with preventive health assessment.

Qualified candidates are assigned a score between 70 and 100.
