Summary

This TEMPORARY, INTERMITTENT position NTE 1 year/1040 hours in the Office of the Secretary of State, Executive Director's office; the incumbent will perform administrative duties, control information, develop internal procedures/processes to maximize efficiencies to support senior officials and organizational demands.

Responsibilities

  • Prepares narrative written reports outlining areas of concern and recommended remediation to share with Department leadership; revises regularly to reflect ongoing changes in policy, procedure, and customer needs and expectations.
  • Reviews important matters requiring the personal attention of the Executive Leadership Team and his/her staff; analyzes a wide variety of proposals and policy recommendations, official correspondence and telegrams, reports and other documents.
  • Analyses and resolves issues related to workflow, efficiency, and effectiveness of organizational operations and administrative processes. Develops and executes a plan to upgrade/expand organizational capacity using innovative technologies.
  • Coordinates, plans, and schedules meetings, events and activities for senior officials. Manages various operational support activities for the organization's personnel: travel, training, general services, communications, correspondence, etc.
  • Develops, tests, and implements operating procedures and best practices to facilitate coordination of operational efforts, program and operational studies to refine templates/trackers to maximize communications and overall operational effectiveness.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience monitoring and tracking U.S. foreign policy document flow between multiple offices/parties to ensure deadlines are met and correct grammar and formatting are used.
  • Experience applying administrative concepts to perform independently such duties as required to facilitate timely and efficient communications and coordination between Executive offices and/or other government agencies.
  • Experience applying analytical and evaluative techniques to issues or studies involving the efficiency and effectiveness of program operations.

There is no substitute of education for specialized experience for the GS-11 position.

Qualified candidates are assigned a score between 70 and 100.
