Summary

This is a temporary appointment NTE 1 year with an INTERMITTENT work schedule NTE 1,040 and is open to ICTAP/ICTAP candidates ONLY, and that if they are found well-qualified, will be afforded selection priority. An extension of this vacancy is possible without further announcement. Incumbent serves as a Management Analyst responsible for the review, analysis, evaluation, interpretation, and presentation of financial information related to the leasing of DOS real estate holdings overseas.

Responsibilities

  • Allots DOS and ICASS leasehold funds to posts. Reviews requests for additional leasehold funding and determines whether and what level to grant requests. Works closely with posts to eliminate unauthorized leasehold funding commitments.
  • Audits DOS and ICASS leasehold accounts for assigned portfolio quarterly to assess performance in accordance with Rental Benchmark Program (RBP) and communicates performance results to posts accordingly.
  • Serves as liaison between Major Leasing Division and Posts to identify required funding for out-of-cycle lease fit-out, build-to-lease and major leasing projects. Works with RM/FM to establish contingency reserves for unanticipated lease expenses.
  • Analyzes budget, identifies leasehold funds and reallocates to other PRE purchasing or leasing initiatives as needed. Works with programmers to implement software changes, reports, etc. to develop more accurate budgets and account analysis tools.
  • PRE POC for DOS/ICASS leasehold accounts. Evaluates and analyzes requests, sets perimeters, limiting factors, etc. Develops project management plan, milestones and participates in team performance of the research, analysis and reporting required.
  • Identifies, reviews, evaluates, researches, analyzes and prepares responses to requests initiated by special/Congressional committees, DOS, USG agencies, overseas posts and general public (FOIA ). Requesting parties use in decision-making process.
  • Uses analytical research and verification procedures to identify, review and evaluate documents to identify factors driving changes in lease costs. Proposes and implements solutions to isolate property costs erroneously charged to the leaseholder.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-13 position.
  • Experience with qualitative and quantitative techniques for the assessment and improvement of the efficiency and effectiveness of programs and processes.
  • Experience conducting studies, analyzing findings and making recommendations on substantive operating programs.
  • Experience preparing project papers and staff reports and organizing/delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.

There is no substitute of education for specialized experience for the GS-13 position.
