United States Corps of Engineers, Baltimore District This position serves as the Chief, Real Estate Division, and principle Real Estate Contracting Officer (RECO) for the Baltimore and Philadelphia Districts. The Real Estate Chief oversees all real estate planning, acquisition, management and disposal for a large civil works and military program covering seven states and the District of Columbia, as well as the DoD National Relocation Program. The Real Estate program is highly visible and sensitive and involves support of military installations, the Armed Forces Recruiting Program, and civil works, international, interagency and environmental projects. This requires execution of various types of real estate instruments and impacts all types of properties including industrial, commercial, residential, rural, special purpose, public lands, and buildings. The Baltimore District is seeking a Realty Officer who is an innovative, dedicated, and self-motivated leader who can provide strategic direction to a diverse workforce of approximately 60 realty and administrative professionals with a multi-faceted mission, while maintaining a collaborative and supportive work environment. You will perform long-range and short-range planning, programming and direction of the Real Estate program and manage a large portfolio, and advise key officials on policies, procedures and proposals in connection with managed programs. This position is located at the US Army Corps of Engineers, Baltimore District headquarters in the modern 2 Hopkins Plaza building in downtown Baltimore. Additionally, applicants must have at least one year of specialized experience equivalent to the GS-14 level in the Federal Service which includes: 1) Advising executive level leadership and subordinates on policies for Real Estate services; 2) Overseeing real estate work that involves planning, appraisal, acquisition, management or disposal of real estate interests; 3) Resolving project execution problems related to schedules, budgets, or funding requirements; 4) Executing Real Estate contracts and/or acquisition plans; and 5) Performing a wide range of supervisory human resources functions such as recruitment, discipline and evaluating performance of subordinate supervisors. The ideal candidate will have 10 years of experience in the real estate industry with five years of progressive management experience. The salary range for this position is $144,128 - $172,500 annually, dependent on qualifications and experience.
