HCI | integrated solutions seeks a Director of Corporate Development to research, identify, develop new business opportunities and partners, subsequently, manage the proposal process ensuring timely and compliant proposals submission to local, State, Federal agency. Additionally, this position is required to manage Business Development (BD) personnel, BD pipeline, identify and develop teaming partners, and other outsourced proposal support as required. (The corporate offices are located in Tampa, Fl and Fairfax, VA, however, this position offers the flexibility to work at a remote office.) Identify, Develop, Lead, and Prepare assigned BD opportunities that support company strategic objectives primarily in, but not limited to Defense Department and Federal Agency; Logistics, Training, Administrative Support, and Information Technology market sectors Support response efforts for all RFPs, TOR/RTORs, BPAs, RFIs, BOAs, RFQs, Sources Sought, and Market Surveys pursued by the company Analyze BD and teaming opportunities supporting the PWS/SOW task and past performance gap analysis to ensure complete coverage and maximum P-Win Recommend final teaming partners based on teaming analysis and ensure applicable NDA and Teaming Agreement documentation are requested to contracts, follow up as necessary to ensure completed Conduct a complete Basis of Estimate (BOE) and Staffing determination on all assigned company opportunities using a combination of objective and subjective analysis from; PWS/SOW tasks and requirements, work load data, all exhibits and attachments, government and private open source procurement data bases, DOL SCA wage determinations and ONeT exempt labor classifications-Lead the Staffing Validation Meeting (SVM) with applicable senior Operations and Business Development personnel to validate the staffing solution / BOE prior to Red Team review-Maintain the company's CRM data base for all opportunities with the most current and accurate data input Meet all assigned quarterly and annual metric objectives Maintain a viable pipeline IAW current and projected company NAICS, size standards, certifications, and past performance qualifications that meets or exceeds growth objectives for each market sector Manage key clients within the assigned market segment vertical for both Government and Industry clients Employ a consultative business development approach to understanding and creatively addressing clients' key business requirements Demonstrate effective business relationships within the applicable market segment resulting in revenue generation Brief/update BD Pipeline Reports as required demonstrating new business pipeline will effectively support quarterly and annual objectives Conduct regular periodic meeting with key Government and Industry clients that encourages new, increased, or continued revenue generation Deliver and develop general marketing briefs to Government and Industry clients resulting in an increase of client awareness of the company and market presence Deliver and assist in developing tailored company marketing presentations demonstrating the company's value and business fit of company services to specific Government and Industry client's business requirements Compliance with all Government and corporate policy, procedures, and guidelines demonstrating ethical and prudent business practices in pursuing Government procurements Deliver/submit only corporate 'Approved' procurement documents (ie RFP/RFQ Responses, Pricing/Cost proposal/estimates, etc.) to external entities that obligates the company-Contribute to Minimize costs and maximize profits Deliver/prepare various reports and briefs as required/requested within the required specifications (format and suspense dates) Conduct and/or attend site visits, client and teaming partner office calls, review teams, conferences, and corporate meetings as required The Director of Corporate Development position requires a thoroughly understand the proposal process and ability to manage the proposal development staff, assign roles as needed to support each proposal process. This position will lead the proposal process in maintaining and updating templates and boilerplate materials as well as continuous improvement of the proposal development process and to ensure compliance and timely response. This position will maintain the proposal process schedule and keep stakeholders apprised of conflicts and deadlines and provide guidance for Bid/No Bid decisions to management by evaluating the strength of each proposal offering. Key responsibilities include: Leading response efforts for all Sources Sought, RFPs, RFIs, and RFQs pursued by the business development staff Capturing proposal content from subject matter experts and teaming partners Standardizing proposal format by creating proposal templates and outlines Editing proposal content for grammatical and technical accuracy Preparing standard items for proposal development including: executive summaries, corporate overviews, and past performances Managing proposal review process and ensuring compliance with RFP Printing and delivering final proposal versions in accordance with RFP Responding to evaluation notices Conducting "lessons learned," reviews following proposal efforts Establishing contact with contracting officers and monitoring federal websites to stay abreast of amendments to solicitations for on-going HCI proposal efforts Maintaining business relationships with teaming partners Controlling non-disclosure and teaming agreement templates and tracking NDA's and TA's through full execution for each HCI proposal effort Assigning proposal development responsibilities to proposal development staff and subject matter experts Maintaining a business opportunity tracking spreadsheet for use by proposal development staff, business development staff and senior management Contributing to Bid/No Bid decision making process Maintaining an electronic and physical proposal library of final proposal versions and reusable proposal materials Meeting or exceeding established company win ratio for proposal submissions 100% on-time submission of RFPs or RFQs. 5-8 years of corporate development experience with a proven track record. Results oriented professional with a comprehensive corporate development experience that is well versed in capture/proposal management that support the entire life-cycle from business opportunity identification through proposal submission. A mature and established Government Agencies and GOVCON industry network facilitating the ability to meet or exceed the company's new business revenue goals. Effective marketing/interpersonal skills to expand the existing network to promote the company. Secret Security Clearance strongly preferred and ability to travel is required.
