Position Description: Position SummaryThe FMS Project Manager oversees and manages the operational aspects of ongoing technical projects from initiation through delivery and provides direct support to the US Government program office and foreign customer.ResponsibilitiesUnder direction of the Division Manager, manages the project in order to expand participation, anticipating and meeting customer needs; directs the tactical activities of the project including, but not limited to, engineering, finance, and operations with the objective of maximizing growth and profitabilityResponsible for managing project(s) and related task orders for customer(s) with revenue ranging from $3M-$15M or morePlans and manages project to meet the objectives established by the contract underlying the project and is accountable for the performance and profitability of the project.Provides leadership to customer and/or company staff based on contract goals and customer or company policy.Monitor and control work to meet contract objectives and schedulesAccomplishes tasks through assigned client staff and/or company exempt or non-exempt direct reports.Subject to approval, modifies the organizational structure to achieve project goals and objectives.Conducts cost management through continual cost control and reviewProvides expertise to customers to ensure resolution of issuesSeeks to build project revenue by remaining alert to new business opportunities or expansion of business with the customer and advising senior operations managementDirectly participates in establishing and administering project controlsDevelops and administers budgets, schedules, and performance standardsFrequently contacts peer managers and customer representatives concerning the project, operational decisions, scheduling requirements, or contractual clarificationsConducts briefings and technical meetings with company and customer representatives concerning project operationsActs as an advisor to meet schedules or resolve technical or operational problemsHas business development and budgetary responsibilitiesEnsures adherence to administrative policies and procedures, human resource policies and practices as applicable, and contracts administration procedures that support the programs of Serco, and ensures that the contract is administered to protect Sercos interest and comply with all applicable laws and regulationsDirects efforts to improve the quality and efficiency of the Serco team through training and development programs in both technical and scientific disciplinesPerforms additional duties and responsibilities as assigned Qualifications: Education and ExperienceBachelors degree in related discipline plus 8 to 10 years of directly related experience preferably in a government contracting environmentIn some cases, educational requirements may be adjusted for additional work experienceWork experience may be adjusted for highly specialized knowledge or uniquely applicable experienceU.S. Navy experience is expected for this positionExperience working with foreign military and foreign government personnel is highly desiredExperience with Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) to foreign militaries highly desiredExperience supporting NAVSEA PMS 326, PMS 325, PMS 333, IWS 4.0, or IWS 11 highly desiredFamiliarity and experience with ITAR, FCPA, and other regulations and laws associated with international work is highly desiredKnowledge, Skills, and AbilitiesExcellent communication, presentation, and interpersonal skillsAbility to manage, track, and prioritize a large number of diverse and changing requirements and tasksSkills and capabilities to produce and deliver comprehensive reporting to external and internal stakeholders, including government, executive, and foreign personnelKnowledge of Foreign Military Sales (FMS) processes and regulationsStrong knowledge of commercial contract management principles, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement, and subcontractingRequires advanced knowledge and understanding of work project(s) and functionsUnderstanding of the business case and an appreciation of financial/analytical issues and profit and loss implicationsSkilled with Microsoft Office (Word, Excel, and PowerPoint)Other RequirementsProject Management Professional (PMP) certification is highly desiredA US Government ACTIVE SECRET clearance is required and is a condition for continued employmentThis position is contingent upon award of a US Government contract Company Overview: Serco Inc.
