MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Systems Management, Engineering, Safety Management, Operations Management, Emergency Management, Transportation, Business Management, Quality Management or related field

    • In lieu of bachelor's degree, a high school diploma or general education diploma (GED) and four (4) years of experience performing Operating Practices/rules management or related activities. Experience leading and managing in a manner that drives performance and results, may be considered in the absence of a degree. The candidate will also need to satisfy the Experience requirement referenced below

Experience
  • Minimum six (6) years of experience working in high reliability operations. Experience leading and managing in a manner that drives performance and results to include minimum two (2) years supervising subordinate staff.

Certification/Licensure
  • N/A

Preferred
  • Experience with regulations from the FRA.

SUMMARY

The Director, Operating Practices is a forward-looking leader that is capable of delivering on the effort to refresh Metro's Safety Rules and Procedures Handbook. The incumbent will be experienced in leading Operating Practices team and performing functions such as managing rules committees; writing and revising rules, processes, and procedures; and implementing efficiency and proficiency testing programs. Additionally, the incumbent should be regarded as a subject matter expert with hands-on experience in the areas such as Roadway Worker Protection (RWP), Electrical Safety Protocols, and Blue Signal Protection. Specific RWP experience should include activities such as developing and implementing on-track safety procedures that encompass working limits, train coordination, foul time, exclusive track occupancy, inaccessible track, train approach warning systems, supervision, and communication, among other areas. This candidate should also have the managerial skillset to perform tasks such as build, develop, and lead teams; prepare and facilitate structured, results driven committee meetings; apply problem-solving techniques to resolve rule and process related issues; possess the vision to drive continuous improvement; and have the ability to present at the senior management and executive levels. Experience and working knowledge of the Microsoft Office suite of tools (Word, Excel, and PowerPoint) is required.

ESSENTIAL FUNCTIONS
  • Oversees (and performs when needed) the review, edit, and re-write of rules, procedures and associated content related to transit/railroad rulebooks, especially Operating, Electrical Safety, RWP, and Blue Signal Protection manuals.
  • Serves as the chair of the Metro Safety Standards Committee. Oversees the preparation of the agenda; leads and facilitates the interdisciplinary safety standards committee in a manner that is efficient, organized and drives decision-making and results.
