The Facilities Maintenance Section within the Department of Environmental Services (DES) is seeking a Facilities Maintenance Section Manager to facilitate overall section operation and oversee the 24/7 building & equipment operation, maintenance, repair and minor construction of all County Government facilities. This includes managing the ongoing operation of buildings and building systems for eighty-seven (87) facilities, which includes office buildings, fire stations, recreation centers, historic buildings, detention facilities, courts-police building, libraries, and more.

Specific duties:

  • Manages oversight and evaluation of facility maintenance programs and operations; implements long and short-term program goals, objectives, procedures, and service standards, and creates and documents specific action plans to accomplish goals;
  • Manages staffing requirements and supervises staff, formulates program plans, broad work schedules and methods, works with first line supervisors to set priorities and deadlines, and monitor operations and resolve escalated problems that require technical expertise or analysis;
  • Performs program liaison work to facilitate interaction among staff, other County agencies, work units and contractors including coordinating with construction managers to ensure all systems and equipment installation meet the design intent and needs of the user;
  • Plans and designs small building rehabilitation/construction projects, such as HVAC system, power generation, back-up power, roof, store front, façade, and window replacements;
  • Evaluates resource needs (equipment, personnel and budgetary) by inspecting buildings and related equipment and researching and analyzing age, condition, maintenance history and life expectancy data;
  • Identifies major long-term maintenance, equipment, and systems replacement requirements; establishes goals and arranges for appropriate staffing and materials;
  • Manages operating budget, analyzes previous and anticipated expenditures, projects new fiscal year section budget and writes justifications, conducts cost analysis studies and initiates orders for new or replacement equipment/staff, ensures expenditures remain within the budget, and reviews/approves invoices for purchased goods;
  • Manages capital budget expenditures, identifies projects and assists in the development of cost analyses, monitors expenditures through construction, and coordinates operational and budgeting aspects with participating agencies;
  • Coordinates contract management, cost analysis studies to determine program staff vs contract staff, writes specifications, selection of contractors, estimates repair costs in order to monitor bids and contracts in force, monitors contractor performance, and cost estimate overruns and change order requests and payments;
  • Coordinates with design and construction groups to determine the impacts of improvements or replacements on infrastructure maintenance to ensure feasibility of future maintenance and operations;
  • Evaluates the efficiency, effectiveness, and safety of building equipment through the analysis of operational data through regular inspection of distribution lines for steam, water, plumbing, electricity and refrigeration and evaluation of materials and processes used in repair and replacement work; and
  • Manages safety programs to detect, minimize and control safety hazards and manages the Facilities Maintenance Dispatcher group and the work order system (EAM) to tracks County wide work order request for Facilities Maintenance.

The successful candidate will possess:

  • Reading comprehension skills to read and interpret technical reports and charts;
  • Ability to use computer programs and applications to complete work;
  • Writing skills to compose and edit reports, proposals, procedures, policies, recommendations, etc.;
  • Management skills to manage staff, contracts, and programs;
  • Arithmetic skills to add, subtract, multiply, or divide decimals or fractions and calculate percentages;
  • Problem solving skills to define problems and collect relevant information to recommend policy solutions; and
  • Extensive knowledge of the building trades and automated building systems.


Selection Criteria

Minimums:

  • Bachelor's Degree in Engineering, Architecture, Construction Management, Public Administration or related field; and
  • 3 years of experience leading facilities operations and maintenance activities on buildings and systems, including a variety of complex state-of-the-art equipment.

Substitution: Additional qualifying experience may be substituted for the educational requirement on a year-for-year basis.

Desirables: Preference may be given to candidates with experience or licensure in one or more of the following:

  • A First-Class Steam Engineer License and/or journeyman HVAC license;
  • Supervising staff;
  • Contract Management;
  • Managing Operation Budget;
  • Coordinating and tracking maintenance and repair projects;
  • Knowledge of engineering principles, construction and design, BOCA Codes and/or NEPA requirements;
  • Working in a local government and/or urban environment.


Special Requirements

A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

The applicant must possess, or obtain and confirm by the time of appointment, a valid Driver License, or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. Any offer of employment is contingent upon a favorable review of the applicant's driving record.

Completion of the Commonwealth of Virginia Statement of Economic Interest (Financial Disclosure) form will be required of the successful candidate upon hire and annually thereafter.
