Summary

You will serve as the Director, Total Force Manpower Program (N1) of the Commander, Navy Installations Command (CNIC). CNIC's mission is to provide operating forces support, community support, base support and mission support to enhance the Navy's combat power. CNIC has a complement of approximately 52,000 military/civilian personnel assigned to the Head Quarter's organization and 10 Regional Commands (70 installations), a combined appropriated and non-appropriated budget of approximately $11B.

Responsibilities

  • You will serve as principal advisor to Commander, Navy Installations Command (CNIC) on all matters of Civilian/Military Manpower and Personnel Issues.
  • You will be responsible for oversight of the technical planning, development and execution of the manpower and personnel program and budget for CNIC, to include workforce development.
  • You will be responsible for establishing a coordinated, integrated and thoughtful approach to determining proper roles and mix of military (active duty and reserve), civilian, and contract employees within the context of CNIC's mission objective.
  • You will represent the Total Force Manpower Directorate in planning, implementation, and management of major programmatic and organizational initiatives internal and external to CNIC.
  • You will be responsible for integrating internal and external policy issues and ensuring all stakeholders contribute to the development, implementation and assessment of CNIC's strategy to shape the force.
  • You will ensure the development and implementation of all matters pertaining to manpower and personnel throughout CNIC, including requirements, restructuring, military to civilian conversions, Equal Employment Opportunity and diversity initiatives.
  • You will develop, revise, approve, and issue personnel policy and serve as the single point of contact on all policy matters pertaining to CNIC's Total Force.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with Department of Defense (DoD) Directive 1403.03.
  • May be required to successfully complete a 2-year SES probationary period.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. The total narrative for the MTQs must not exceed 2 pages.)

1. Demonstrated ability leading and directing the development, implementation, integration, and management of policies, programs and techniques in support of a large and complex (e.g. geographically dispersed/multidisciplinary) organization.

2. Knowledge of the Federal government military manpower and/or civilian human resources policies. Demonstrated competency in strategic workforce planning and broad knowledge of personnel management principles.

3. Knowledge and experience in strategic planning processes and principles, to include knowledge of Department of Defense Planning, Programming, Budget and Execution System (PPBES), project management, and resource allocation.

4. Knowledge and experience in organizational reform, business process improvement techniques and practices, transformational programs and integration of organization-wide business processes to improve effectiveness and reduce overall costs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

There are no education requirements for the 0340 Occupational Series. However, a bachelor's degree or higher in a related field is highly desired.

Section 1118 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2021 permits a qualified individual to be given an initial appointment into the Senior Executive Service (SES) within the Department of Defense (DoD) without being subject to the certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualifications Review Board (QRB).

A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other Federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency.

This position is not covered by the Department of Defense Priority Placement Program.
