This position is located in the Directorate of Technical Support and Emergency Management in the Office of Occupational Medical and Nursing (OOMN).

- This position is inside the Bargaining unit - Local 12.

Responsibilities

Major Duties Include:
  • Participates in developing and supports the agency's COVID testing and tracking program.
  • Participates in the planning, implementation and evaluation of the agency's MAO program; Supports the development and delivery of courses at OSHA's Training Institute and other forums; technical and professional writing skills to describe activities, communicate both to OSHA staff and to staff in other agencies, publish data, review documents; responsible for the provision of technical guidance and assistance to various concerned entities throughout the Agency.
  • Basic knowledge of practices in administration and program management and policies and directives development; professional knowledge of epidemiology, toxicology, biochemistry and allied health sciences; professional knowledge of occupational health principles, concepts, standards, and practices; technical assistance to OSHA's National Office and regional offices, individuals and other federal and state agencies.
  • Participates in field investigations to provide technical support to facility staff; Reviews, analyzes and make recommendations on policies, draft standards, compliance directives, instructions, guidelines; prepares data for analysis to support program evaluation, individual investigations, and new knowledge concerning enforcement interests; maintains the system of records for OSHA MAO program.
  • Prepares data for analysis to support program evaluation; supports the development and delivery of courses at OSHA's Training Institute; comprehension of occupational health concepts, principles and practices to understand and evaluate issues; provides appropriate medical guidance in accessing and acquiring employee medical records; collection, review and analysis of information relevant to evaluation ,planning, and conduct of studies and special projects.
  • Works with individual CSHOs in the field to providing assistance in their efforts to acquire needed employee medical records; provide training to OSHA employees and representatives from the public as the need arises; recognizes opportunities, makes recommendations and implements changes to improve methods in handling MAO requests; work with individual CSHOs and solicitors.

Qualifications

THIS POSITION HAS AN INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR) THAT MUST BE MET IN ADDITION TO MEETING THE SPECIALIZED EXPERIENCE.

Basic Requirements:

Education

A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link) , Council on Accreditation of Nurse Anesthesia Educational Programs (external link) , Accreditation Commission for Midwifery Education (external link) , or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.

Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.

Licensure

For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link) . In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

Experience

The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.

Specialized Experience:

In addition to meeting the Basic Requirements above, applicants must also meet the Specialized Experience. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12. Specialized experience is defined as Performing direct nursing care in the occupational health, healthcare, or public health industry; case management of work-related illnesses and injuries; and managing or evaluating programs such as fitness for duty or occupational health surveillance.

Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied.
