This position is located in the Chief Information Officer Organization, Office of the Chief Information Security Officer, Cyber Risk Management Section of the Federal Deposit Insurance Corporation and is responsible for partnering in ensuring the effective integration of security in IT programs and services.

Lead IT security systems development projects from design to support; evaluating the effectiveness of installed systems and services; and providing technical advice on and devising solutions to a wide range of issues that comply with federal security requirements and guidance while meeting current and future business requirements.

Lead the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities, coordinating the implementation of security programs across platform and establishing vulnerability reporting criteria.

Review and evaluate security policies; identify need for changes based on new security technologies or threats; test and implement new policies and institute measures to ensure awareness and compliance.

Implement security requirements resulting from new Public Law, Presidential directive, or other external mandate; integrate security programs across FDIC business units and organizations; and define the scope and level of detail for security plans and policies applicable to the FDIC security program.

Coordinate the implementation of FDIC security programs across platforms, and establishing vulnerability reporting criteria.

Develop long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with systems vulnerabilities.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the competencies listed above, applicants must meet the specialized experience for this position.

To qualify at the CG-14 grade level, you must have at least one-year of experience equivalent to at least the grade CG/GS-13 grade level in the Federal service. Specialized experience is defined as experience leading security systems development projects to include evaluating the effectiveness of installed systems and services; and providing technical advice on solutions to a wide range of issues that comply with federal security requirements and guidance while meeting current and future business requirements.

1. Ability to plan, organize, and direct studies to develop long-range forecasts and recommend innovative solutions.

2. Ability to negotiate with senior level management on complex issues that significantly influence mission critical IT policies or programs.

3. Knowledge of project management principles to plan, organize, develop, and oversee multiple, concurrent security projects directly related to detecting, preventing, investigating, and resolving Security breaches.

4. Knowledge of Federal information systems security protocols to ensure coordination on security activities.

5. Skill coordinating the development and application of advanced IT security concepts, standards, and methods sufficient enough to plan and deliver systems administration services across multiple IT specialties.

6. Knowledge of systems operations in order to ensure application of information security/information policies, principles, and practices in the delivery of systems administration services.

7. Knowledge of IT architecture to design, develop, and manage advanced systems that meet current and future business requirements and optimize the existing architecture.
