Responsibilities

Procurement Technician (Purchase Card Program Coordinator) / 50032-A

Serves as a Purchase Card Program Coordinator (PCPC) and Dispute Officer. Provides management with reports and analyses of the ongoing operation and outcome of the program. This position performs a series of analytical, administrative, coordinating and monitoring duties related to the Purchase Card Program. Manages, administers and ensures compliance with the Purchase Card Program standards, policies and procedures at VA Medical Centers (VAMC) supported by the NCO. Responsible for coordinating and monitoring disputed procurements, billing errors, disputed payments, credits. Performs daily audits on the development of the program through the review of reports based on data retrieved from the Integrated Funds Distribution Control Point Activity, Accounting and Procurement ( IFCAP) program. Coordinates and monitors the resolution of billing errors, disputed payments, and credits with the card provider and assists cardholders or intercedes, as required. Provides administrative support for the Purchase Card Program; this includes overseeing the overall operation and administration of the program and acting as the facility representative and liaison official between internal and external personnel. Serves as Education Liaison for the Purchase Card Program. Develops procedures and systems for establishing, operating, and assessing the effectiveness of the Purchase Card Program and compliance of cardholders, approving officials, alternate approving officials by auditing and reviewing the different aspects of the program.

Basic Requirement (GS-07)

Specialized Experience (GS-07):
Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Knowledge of the rules and regulations of the government-wide or similar Purchase Card Program. Knowledge of VA and Federal Acquisition or similar regulations and financial regulations pertaining to purchase card procurement actions and use of appropriate accounting data. Knowledge of the interrelated activities involving procurement and supply procedures, which includes contracting, inventory management, distribution, fund control and automatic data processing. Knowledge of auditing, accounting principles, and appropriation data to identify appropriate fund control points, budget object codes and cost centers. Ability to interpret and analyze information, and the ability to reduce such data to clear, precise written summaries, reports and recommendations, etc.
