The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

This position is located in the Bureau of Labor Statistics, Office of Employment and Unemployment Statistics, Division of Local Area Unemployment Statistics, Research and Methods Branch.

This position is interdisciplinary and may be filled as either Supervisory Economist or Statistician (Economics).

Duties include, but are not limited to the following:
  • Manages a major statistical program segment or survey that provides significant products or services for the public. Products and services may affect government policy and may be subject to congressional or media scrutiny. Develops plans to meet program goals, adjusts work plans and objectives, commits and effectively utilizes program resources, assigns work to subordinates, monitors work progress, and evaluates program accomplishments and staff performance. Studies and improves work methods and procedures. Works closely with higher-level program officials to develop overall goals and objectives for assigned functional areas. May develop regular and special program budget materials, including explanations and justifications.
  • Prepares reports, publications, and, if applicable, news releases that present program statistics and results to the public. Answers questions from the news media and the public about these releases. Presents program statistics and results at public meetings and conferences. Assists members of the public in appropriate uses of program data for economic analysis by providing guidance and technical assistance.
  • Acts as a technical expert to improve program production processes. Monitors work processes and quality control procedures so that data and other products are developed efficiently, in the appropriate time frame, and according to schedule. Incumbent may be assigned the role of Task Monitor. Ensures accuracy and quality of program data and resolves data quality problems. Proposes and manages process enhancements to improve efficiency. Directs the preparation of technical reports and publications.
  • Represents the program segment managed to other BLS organizations and outside organizations. Explains and defends program goals and objectives, coordinates activities with other organizational units, resolves operational problems, represents the program on agency committees and task groups, presents briefings on program activities, and develops reports on program outcomes. Coordinates work activities with other work units. Establishes and maintains effective working relationships with support organizations and, if applicable, BLS regions and State partners, other federal agencies, and private contractors. Through constant communication with program support staff, ensures understanding of program requirements and the speedy resolution of problems.
  • Supervises a professional staff that may also include administrative and support staff. Interviews and recommends candidates for selection and promotion, counsels employees on work and administrative matters, hears and resolves employee complaints, develops performance plans for subordinate employees and appraises employee performance, recommends employee awards, effects minor disciplinary measures and recommends more severe disciplinary measures, identifies employee training needs and arranges for employee training, approves employee leave requests, and develops an overall employee leave roster.
  • Manages special projects as a team leader or participates in special projects as a team member. Projects may cross-divisional lines, may affect Federal, State, and nongovernmental participants, and may have a substantial impact on Office plans and operations. Projects may involve staff and contractors from other organizations. Projects may include such areas as program assessments, evaluation or installation of new or improved technologies, formulation of detailed specifications, or development of new administrative capabilities. Formulates project plans, provides guidance and motivation for team members, monitors team performance, determines acceptability of team products, presents team findings to higher levels of management, and implements team results.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.


Basic Requirement

Economist, GS-0110: A) Degree in economics, which included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;


B) Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Statistician, GS-1530: A) Degree: that included 15 semester hours in statistics (or mathematics and statistics, provided at least 6 semester hours in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education , or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology.


B) Combination of education and experience: courses shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized experience:

In addition to the basic requirements above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. This experience must have equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience must demonstrate a thorough understanding of economic principles and theories and a wide knowledge of current economic factors and their implications. For this position, specialized experience is experience in applying advanced economic research methodologies and quantitative analysis techniques to the conduct of complex economic research and analysis relevant to the labor market. Marked technical competence in econometric analysis and seasonal adjustment of time-series data is required.
