Summary

This position is part of the Energy Efficiency and Renewable Energy, Department Of Energy. As a Lead Management and Program Analyst, you will act as an expert in policy analysis and ensures that projects proceed in a manner consistent with approved Department Of Energy objectives, costs and schedules.

Responsibilities

As a Lead Management & Program Analyst, you will:
  • Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion.
  • Coach a team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solutions.
  • Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met.
  • Negotiate cost sharing and other contractual terms with appropriate participation by procurement offices, Office of General Counsel, and patent counsel on projects involving millions of dollars annually.
  • Prepare scopes of work for obtaining contractor or laboratory assistance in carrying out the activities required to accomplish the goals and objectives of projects under his/her direction.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

Experience planning and managing successful demonstration and deployment programs and teams for energy efficiency, specifically for the U.S. domestic residential sector, including, weatherization assistance programs and policies to increase the energy efficiency of residential households, working with Federal, State, local and regional public and non-profit organizations, industry, financial firms, and utilities.
