This position is located in the Division of Depositor and Consumer Protection, Information Security and Technology Systems Section in the Headquarters of the Federal Deposit Insurance Corporation supervises a staff engaged in planning, implementing and administering the Division's automation and technology activities and the business analysis functions.

  • Responsible for policy development and administering the activities and functions regarding automation requirements for examination programs and related DCP activities.
  • Ensures that division-wide automated systems are appropriately designed, developed, enhanced, and maintained in accordance with Corporate and Division policies and procedures. Coordinates with Division management and policy officials, both inside and outside the Division, and users. Consults with senior officials of other Federal regulatory agencies and private industry.
  • Develops, coordinates, and maintains automation policies and automated systems that are designed to support risk management and consumer protection programs for the Division.
  • Serves as automation/technology liaison on hardware and software development, procurement, and implementation for the Division. Reviews, from a corporate and Divisional perspective, planned and ongoing automation initiatives and makes specific recommendations to the IT committees and counsels.
  • Supervises and/or participates in research on specialized examination packages, tools, and monitoring and reporting systems. Oversees the development and implementation of these specialized systems and data marts.
  • Exercises supervisory personnel management authority. Performs the full range of performance management duties including, providing input and evaluating each team member's performance, counseling and career development guidance, feedback on problems and improvements needed, progress in mastering tasks and work processes, and individual and team training needs.
  • Supports EEO and diversity principles, fulfills labor relations responsibilities and supports the Management Excellence Program, using its success factors in the management of the team. Ensures that these principles and ideals are applied in the day-to-day management of programs and are evident in the conduct of all business within the Section.

THIS IS A TEMPORARY ASSIGNMENT NTE 6 MONTHS. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. This assignment may be terminated early or extended based on management's needs. If temporarily promoted, the temporary promotion cannot exceed five (5) years, nor can it be made permanent. If the duration of the assignment is one year or less, the employee will be returned to a position that is comparable to his or her permanent position (i.e., same series, grade, and duty location) in the same or successor Division/Office. If, however, the temporary assignment exceeds one year (including extensions beyond one year of the initial temporary appointment of one year or less), and the position is in a different Division/Office from the employee's permanent Division/Office, the employee will not be returned to his or her permanent position of record. Instead, the employee will be placed in a position comparable to his or her permanent position of record (at the same grade and pay) in the Division/Office and duty location where the temporary assignment is located. Since the extension of a temporary promotion beyond one (1) year will directly impact the employee's return rights to his or her permanent Division/Office, the employee must concur in advance with any extension of the temporary assignment beyond one (1) year.

At the end of the temporary promotion (if temporarily promoted), the employee's basic pay will be set at the rate received prior to being temporarily promoted, regardless of the length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CM-01: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience in the development of management information systems; overseeing information security programs; and developing policy and regulations relating to the supervision of IT functions at banks, data centers, or technology services providers.

  • Knowledge and understanding of the Corporation's organization and function, operating programs and objectives, with specific emphasis on the strategic technological applications to provide solutions to the business needs of the Division.
  • Knowledge of organizational and management principles and practices, particularly as applied to the Corporation.
  • Ability to design, assemble and organize internal databases and information systems to execute assigned projects and to develop, refine and analyze policies and programs.
  • Knowledge and understanding of the operations of financial institutions, including the automation aspects for FDIC-supervised institutions, and the overall regulatory framework within which these institutions operate.
  • Knowledge of bank supervisory (risk management and compliance) examination operations and activities, and the financial institution regulatory environment.
  • Knowledge of the Corporation's information system development and automation policies, procedures, regulations, and practice.
  • Ability to direct, lead and supervise employees, manage programs and establish goals to ensure that Division objectives are met and activities are supported.
  • Knowledge of management practices, including the policies, principles, and guidelines relative to EEO, diversity, management development, and labor/management relations.
