Due to the Pandemic and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.

Responsibilities

This Management and Program Analyst position is located in the Office of NextGen, ANG-1; NextGen Collaboration and Messaging Office, ANG-M; Outreach Division, ANG-M2; NextGen Messaging and Updates Branch, ANG-M22. The Next Generation Air Transportation System (NextGen) is a comprehensive initiative that integrates new and existing technologies, policies and procedures to reduce delays, save fuel and lower aircraft exhaust emissions to deliver a better air travel experience. NextGen is supported by executive-level processes for ensuring commitment, accountability, and timely delivery of system improvements. The Outreach Division (ANG-M2) is responsible for planning and executing the FAA's NextGen communications strategy to internal and external stakeholders.

Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Serves as the graphics and web team lead, reporting to the branch manager and coordinating with the branch's other team leads. Analyzes communications needs and implements new and innovative approaches, methodologies, and techniques to meet them in the areas of graphic design, publication design, web design, and web development. Is responsible for recommending, developing, and implementing project plans; setting and managing project priorities; and overseeing project schedules for all the branch's projects. Develops project schedules, guides workflow, and monitors progress for a team of graphic designers and web developers. Establishes and monitors quality control processes and ensures that graphics and web products are clear, concise, error free, targeted to their intended audience, and delivered on time and within budget.

Works effectively as a member of an internal team but has the ability to complete projects with limited supervision. Stays at the leading edge of graphics and web industry trends and creates a positive image for the FAA. Utilizes institutional knowledge of the FAA and thorough familiarity with the aviation community and associated terminology to complete assignments.

Applies experience and expert knowledge overseeing the Office of NextGen's (ANG) external and internal websites and content. Designs graphics and publications. Designs and develops websites. Reviews, improves, and maintains the branch's tracking, vetting and reporting processes and platforms to increase efficiency, productivity, accountability and quality control. Monitors the branch staff's adherence to processes. Maintains the branch's product dashboard and tracks the branch's performance metrics. Establishes a process for and oversees the ANG organization's monthly web content reviews and annual web content certification.

Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Establishes and maintains relationships with FAA and aviation community stakeholders to keep informed of industry trends and needs, and determines appropriate communications methods to ensure optimal messaging reach.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience with front-end web coding, content management system environments, and Section 508 accessibility compliance.Experience developing and implementing effective project plans for graphics and web products.Experience using a variety of communications media. Experience planning and coordinating graphics and web projects with and for high level-executives.
