As a Supervisory Highway Research Engineer, you will be the Chief Scientist for the Office of Research, Development and Technology (HRT) at the Turner-Fairbank Highway Research Center (TFHRC), McLean, VA.

Responsibilities

As a Research Highway Engineer, you will:
  • Lead TFHRC's strategic planning activities and process, including planning for capital investments in TFHRC research facilities and equipment. Support the Office Directors in identifying and exploring opportunities for collaborative and cross-cutting research, and champions the development, maintenance and utilization of scientific and research capabilities at TFHRC, including shared resources that support multiple programs, including, but not limited to, the Research Data Cloud and the Path to Advancing Novel Data Analytics (PANDA).
  • Provide technical support to the Exploratory Advanced Research (EAR) program, the Small Business Innovation Research (SBIR) program, and on technology transfer program activities.
  • Identify and explore opportunities for collaborative and cross-cutting research throughout FHWA.
  • Formulate policy on, and provide technical oversight of quality assurance for research and development (R&D) at TFHRC.
  • Serve as the FHWA point of contact for scientific integrity issues and conduct periodic reviews of research programs to verify that sound technical approaches are leading to high quality research results.
  • Serve as a senior advisor to FHWA Senior Leaders and other Federal, State, and local agencies in the broad area of innovative technology and its relevance to transportation.

The ideal candidate for this position is a seasoned mid-career engineer with demonstrated knowledge of national scientific and professional organizations, universities, state government, and private foundations that are involved in transportation-related R&D, and with the ability to leverage R&D and innovation through development of partnerships with these organizations.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:
  • Experience in research, development, and testing of emerging technologies in highway safety, highway infrastructure, transportation operations, transportation policy, or related areas.
  • Experience in program management (i.e. Developing annual work plans, objectives, priorities, budgeting, and/or schedules for accomplishment of work plans).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Research and Development - Knowledge of and experience in conducting research and development, testing, and supporting technology transfer activities for emerging technologies in highway safety, highway infrastructure, transportation operations, transportation policy, or related areas.
  • Technical Assistance - Experienced in providing advice and technical assistance to State, local, or Federal practitioners or the private sector on integration and deployment of new technologies or concepts into standard practice.
  • Program Management - Experience in developing, implementing, and managing a research and development. Experience in planning, budgeting, and executing programs in accordance with applicable laws, regulations, and policies.
  • Leadership and Teamwork - Experience as a team member with demonstrated interpersonal skills and proven ability to lead in consensus building, negotiation, problem resolutions, and conflict resolution.

    Education

    MANDATORY EDUCATION REQUIREMENTS:

    (1) All applicants must meet the education requirements under A or B to qualify for applying to an engineering position.

    A. Successful completion of a degree in engineering that: (1) has at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR

    B. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

    The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
    2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
    3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
    4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience.
