Responsibilities

  • Serve as Lead Program Analyst for one of the five science divisions in the Science Mission Directorate (SMD); manage the SMD division budget and lead a team of program analysts in the formulation, justification and execution of that budget.
  • Assess project requirements, estimate current fiscal year costs, and recommend budget changes as necessary (e.g., trades across projects, based on independent analysis).
  • Make recommendations for solutions to complex problems or issues that affect the division budget. Ensure effective communication with division leadership and interact regularly with engineers and scientists.
  • Manage the annual budget formulation process and prepare budget advocacy materials.
  • Provide necessary training and mentoring to team members.
  • Manage the assignment of functions within the team to ensure achievement of SMD financial metrics and the accurate and timely completion of tasks.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level that includes preparing and justifying the budget of a portfolio of projects independently (i.e., without oversight) including managing budget data and compiling reports for a large organization. Experience planning, administering, and monitoring expenditures to ensure cost-effective support of programs and assessing financial condition of a large organization.
