Responsibilities

Due to the current events surrounding COVID-19, telework will be mandatory. When it is determined that EXIM will be moving to the reopening phase, the expectation will be to physically return to the office. Telework days and any waiting periods for eligibility will be determined at that time.

This position is located in the Office of Information Management and Technology (CIO), Infrastructure Engineering Unit at the Export Import Bank of the United States (EXIM).

At the full performance level, duties include, but are not limited to:
  • Serves as an IT Operations Manager and is responsible for daily IT Infrastructure operational support and management activities which consist of customer support, commodity computing support, commercial off-the-shelf (COTS) & Government off-the-shelf (GOTS) applications support, helpdesk operation, overseeing contractor's work and their day-to-day activities which consist of installation, maintenance, repairs, and replacements of IT hardware, software, and office productivity applications, including desktops, laptops, mobile devices, servers, storage (SAN), operating systems, network devices, datacenter equipment, backup systems, Internet/Intranet, LAN/WAN, cloud services, network, systems and security engineering work.
  • Maintaining the assets inventory and software/hardware licenses by ensuring that deployed hardware and software are compliant with the terms and conditions of the procurement, license terms, warranty, security, and service level agreements.
  • Assisting the IT Director by providing budgeting, IT assets refresh plan, preparing task orders, invoice tracking and timely authorization for payments, allocation, and evaluation for exceptional contractor performance, tracking of budget and schedules and/or level of effort for contractor performance ensuring costs, schedules and levels of effort and deliverables are consistent with the contracts.
  • Monitoring and overseeing the security of the agency's IT infrastructure and components by designing, modifying, enhancing, testing, and implementing standard baseline configurations for deployed workstations, servers, appliances, network components and client software by ensuring adherence to applicable Government regulations, policies, and standards for IT security and Privacy as defined by the agency's policies and procedures.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government. Specialized experience includes:
  • Experience overseeing Information Technology (IT) projects supporting infrastructure engineering and operations in the areas of systems, network and security operations;
  • Experience overseeing helpdesk operations and management, customer outreach and training;
  • Experience evaluating contract performance, budgeting, invoice tracking and timely authorization for payments; and
  • Experience serving in the capacity of a Contracting Officer Representative (COR) for IT Help Desk, End-User Support, Network Operations and Engineering, and IT Operational Security Services projects.
In addition to the Specialized Experience noted above, applicants must also meet and demonstrate the IT-related experience demonstrating each of the four competencies listed below:

  • Oral Communication: Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate.
  • Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.
Education cannot be substituted for experience at the GS-14 grade level.
