Duties

Summary

Serves in the Veterans Health Affairs, Procurement & Logistics Office, Medical Supply Program Office (MSPO) under the supervision of the Supervisory Medical Category Management Analyst. The position is responsible for analysis and advice of medical category management and procurement actions, specifically in the three sub-areas of medical category management: healthcare services, pharmaceuticals, and medical supplies and equipment.

Responsibilities

Major Duties Include:
Performs supply management analysis such as development of lifecycle or other cost analysis of projects, or economic evaluations of programs in the three sub-categories of healthcare services, pharmaceuticals, and medical supplies and equipment;
Develops procedures and systems for establishing, operating, and assessing the effectiveness of spend under management, Best-In-Class and other MedCM administrative control systems and line or operating programs; and the accomplishment, evaluation and/or monitoring of audit/inspection activities for organizations agency/enterprise wide;
Evaluates, processes, or makes recommendations for effective organizational and/or program changes and enterprise wide systems and processes changes;
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of MedCM programs or operations in meeting established goals, objective, and programmatic milestones, specifically OMB Key Performance Indicators (KPIs);
Oversees MedCM efficiency improvement and award, quality, and/or productivity programs;
Develops enterprise wide productivity programs, plans, procedures, and methods.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2021.

Time-In-Grade Requirement: Applicants who are current, permanent Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 for the GS-12 level and GS-12 for the GS-13 level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creates data systems to track and report trends, reports findings and makes recommendations to executives; Conducts reviews and follow-up for timeliness, possible inconsistencies and ensures data entry is complete and accurate; analyzes problems to identify significant factors, gathers pertinent data, and recognize solutions; plan and organize work; and, communicate effectively orally and in writing; plan, analyze, review, report data and statistical results on all initiatives and determines the appropriate analytical tools such as Microsoft Excel, BI Office (Pyramid Analytics), VHA Support Service Center (VSSC), Veterans Health Information Systems & Technology Architecture (VISTA), Defense Medical Logistics Standard Support (DMMLS), as well as others tools used to generate reports; and experience with and working knowledge of - as well as the ability to lead those using - Power BI, SQL, Alteryx, Tableau and other business intelligence tools.

You will receive credit for all qualifying experience, including volunteer experience.A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities.
