The Assistant Program Manager supports the Vice President (VP) of Programs and the Agreements Officer Representative on other direct costs (ODC) and labor tracking, variance reporting, subcontracts, and overall plan progress. The Assistant Program Manager reports to the VP of Programs and works out of the WRAIR Pilot Bioproduction Facility located in Silver Spring, MD. Significant growth opportunities available through supplemental support of CAMRIS Program Managers including proposal development efforts and business development activities within the CAMRIS organization as needed. Supports all aspects of PBF operations though partnership with VP of Programs and government-assigned personnel. Manages costs, schedules, and PBF program performance. Leads and executes PBF operational and business development strategy. Executes pricing and authors PBF business proposals as needed. Supports development and implementation of policies, programs and infrastructure that enhance PBF customer program execution, quality systems, and business execution. Coordinates and leads PBF, steering team meetings. Prepares forecasts regarding future facility, equipment, and workforce needs. Monitors and reports on schedule and site performance metrics. Analyzes and reports on project financial status. Hosts and coordinates customer meetings, tours, and calls as needed. Supports other CAMRIS programs and proposal development activities as directed by the VP of Programs. Bachelors' degree in a relevant field, MBA, or MS degree preferred. 5+ years of related experience. Demonstrated experience interacting effectively with government customers in a government contracting environment plus familiarity with DoD funding mechanisms and approaches. Demonstrated successful business development performance and wins (to include identification of specific wins attributable to contribution). Demonstrated ability to integrate complex proposals, end-to-end, successfully. 2+ years of direct program or financial management experience with demonstrated experience in operational roles overseeing large, complex programs as well as portfolios of programs in the defense and government sectors. Demonstrated excellent oral and written communication skills, and ability to put together complex work products including technical proposals and reports (redacted proposal writing samples will be requested after screening interview). Strong organizational management and problem-solving skills with impeccable multi-tasking abilities. Eligibility to obtain and maintain a Tier I investigation/Public Trust.
