Summary

The Deputy General Counsel is a primary advisor to the General Counsel and supports the General Counsel by assisting in substantive legal work, helping to set the direction of the office and assisting in managing the work of both the legal divisions and Administration group within OGC, overseeing significant legal matters, and acting in place of the General Counsel when he or she is unavailable.

Responsibilities

  • Assists the General Counsel in advising the OPM Director and senior leaders of the agency concerning significant litigation, the legal aspects of major program initiatives, and complex matters affecting the civil service and Federal workforce;
  • Provides oversight and supervision to the office and oversees legal divisions as well as intersectional team leaders;
  • Oversees and provide legal advice on a host of complex matters affecting the civil service and the Federal workforce, including but not limited to the hiring process, suitability, pay and leave, retirement benefits, health and other insurance program
  • Oversees and provides legal advice on internal matters involving OPM as an employer or acquirer of goods and services, including but not limited to the EEO matters, internal matters; adverse and performance based actions, procurements and ethics;
  • Oversees and provides support in representation in litigations concerning internal matters (e.g. personnel actions OPM has taken) or matters relating to governmentwide roles (e.g. challenge to OPM regulations/administration of suitability program).

Qualifications

To meet the minimum qualifications for this position, you must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of a Bar in good standing, and you must possess all of the mandatory Executive Core Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • Veteran's Preference does not apply to the Senior Executive Service.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
