The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

Responsibilities

The incumbent in this position serves under the general direction of the Executive Director of FEDLINK. The incumbent is responsible for planning, developing and administering Federal Library and Information Network (FEDLINK) financial activities, a cost recovery revolving fund. Duties include formulating and tracking the annual budget, cost accounting, revenue tracking, and expenditures. The incumbent serves as the technical expert on financial matters and must be knowledgeable about federal budget and financial management procedures or current business practices or accounting principles, practices and controls, including automation as applied to fiscal operations. The incumbent is responsible for knowledge of the workflow and processing operations and statistical gathering and reporting requirements of (FEDLINK), as well as the Library's automated financial management system. FEDLINK assists all three branches of the US Government in acquiring approximately $200 million worth of information resources annually. Incumbent supervises employees performing financial management activities.

Evaluates budget policy and guidance to develop an integrated budget for a significant organizational component or to meet multi-year objectives for a program with national impact.

Assimilates employment and expense estimates from management officials and financial trends extrapolated from accounting records to facilitate budget decisions.

Sets objectives with senior managers to meet short and long term budget needs of FEDLINK programs, works with managers to establish activity schedules to meet planned objectives and reviews/negotiates estimates and justifications from management officials. Consolidates the results and recommends the amounts to be approved.

Supervises a group of employees performing financial management activities, including budget and accounting work, accounts payable, accounts receivable and member services up to the GS-13 level.

Provides administrative and technical supervision necessary to accomplish the work of FEDLINK's business operations.

Performs administrative and human resource management functions related to the staff supervised.

Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.

Observes workers' performance; demonstrates and conducts work performance critiques; provides informal feedback and periodically reviews and evaluates employee performance.

Serves as expert authority on reconciliation of integrated accounts for accounting system.

Accounting system must facilitate the maintenance of detailed records for payments, entitlements, and collections by fiscal year fund and appropriation.

Manages FEDLINK's administrative contract activities and approves purchase requisitions in the Library's automated financial system.

Executes budget work involving the most complex fund control activities, including adapting budgetary policies, analytical techniques and methods, and regulatory procedures.

Projects, reviews, analyzes, and reports on the potential impact of budgetary actions on program viability and attainment of program objectives.

Analyzes and evaluates relationships between major FEDLINK operating program changes and the financial state of the program. Takes action to ensure adequate funds are available for program coverage.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to supervise and lead a diverse workforce.**

Knowledge of the Federal budget process and financial management practices and procedures including planning, formulation, justification and execution.**

Ability to capture, analyze, estimate, and forecast financial management and related cost data.**

Ability to communicate in writing.

Ability to interact collaboratively with others and provide consultation or liaison services.

Ability to communicate effectively other than in writing.

Education

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
